Opportunity DetailsProject Cost ControllerReports to: Chief Accountant / Finance & Administration ManagerJob PurposeThe Project Cost Controller is responsible for monitoring, analyzing, and reporting project costs throughout the project lifecycle. The role supports effective financial planning by maintaining budget integrity, tracking commitments and expenditures, forecasting project performance, and providing timely financial insights to support decision-making and project profitability.Key Responsibilities Maintain the project's Work Breakdown Structure (WBS) and approved Budget at Completion (BAC). Ensure accurate allocation of project costs using approved cost coding and accounting principles. Monitor actual project costs against budget and analyze variances by discipline, cost center, or WBS. Track purchase orders, subcontract commitments, and remaining budgets to ensure effective cost control. Maintain commitment registers and procurement cost records in coordination with procurement and project teams. Reconcile actual manpower utilization against the approved staffing plan and support the preparation of project-related debit notes. Prepare and update project forecasts, including Estimate at Completion (EAC) and Estimate to Complete (ETC). Support the preparation and maintenance of project cash flow forecasts and progress curves. Perform Earned Value Management (EVM) analysis, including Cost Performance Index (CPI) and Schedule Performance Index (SPI), and provide variance analysis with recommendations. Monitor escalation provisions and incorporate approved price adjustments into project forecasts. Prepare accurate monthly cost control reports, financial dashboards, and project performance analyses. Coordinate financial reporting and cost alignment with Joint Venture (JV) partners where applicable. Collaborate closely with Finance, Procurement, Commercial, and Project Management teams to ensure financial accuracy and effective project control. Ensure compliance with company policies, financial procedures, internal controls, and governance requirements. Minimum of 5 years of experience in cost control, project finance, accounting, or financial analysis, preferably within construction, infrastructure, engineering, or rail projects. Strong understanding of budgeting, forecasting, cost allocation, and financial reporting. Advanced proficiency in Microsoft Excel, including PivotTables, XLOOKUP/VLOOKUP, and financial modeling. Experience with ERP systems and general ledger functions is preferred. Strong analytical, organizational, and reporting skills. Fluency in Arabic and English is required. French is considered an advantage.
