Expertise France is the public agency for designing and implementing international technical cooperation projects.The agency operates around four key priorities :democratic, economic, and financial governance ;peace, stability, and security ;climate, agriculture, and sustainable development ;health and human development ;In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.The Governorate Coordinator will be based in one of the target governorate (Minya, Kafr El Sheikh or Aswan), with occasional travels to other governorates and Cairo. He/she will support the effective implementation of the Primary Healthcare Project at governorate level.Under the authority of the Project Manager based in Cairo and in functional coordination with the Expert Team Leader, the Governorate Coordinator will act as the main field-level focal point for local institutional coordination, operational follow-up, stakeholder engagement, and local health governance strengthening.The position is primarily a coordination, facilitation and monitoring role. It does not substitute for the Project Manager’s overall responsibility for project management, contractual oversight, budgetary arbitration, donor reporting and line management, nor for the Expert Team Leader’s role in technical quality assurance.The responsibilities include, but are not limited to: · Responsible for the coordination of all project activities at the governorate level.· Collect, analyse and synthetize information related to health governance, primary health care service (with a focus on quality and accreditation), human resources for health (with a focus on training of health workforce), inclusive and gender-responsive service delivery, and community health.· Conduct an assessment of health governance at governorate level, including the mapping of key health sector/UHIS institutions and stakeholders.· Support the establishment, operationalisation and strengthening of Local Health Steering Committees (LHSCs) and subcommittees:o Contribute to the development of terms of references, operational frameworks and tools.o Facilitate regular meetings of the LHSCs, including agenda preparation, coordination with members, and follow-up on agreed actions.o Contribute to strengthening the capacities of local governance actors in coordination, planning and monitoring.· Support the mobilisation of technical assistance at the governorate level:o Facilitate the organisation of short-term technical assistance missions conducted by national and international experts.o Support the logistical and operational preparation of expert missions (meetings, field visits, workshops).o Act as the primary focal point for experts deployed, ensuring effective coordination with local authorities and stakeholders.o Provide contextual and field-based information to support the work of the experts.o In coordination with the Expert Team Leader, monitor the implementation of recommendations and action plans resulting from technical assistance missions by facilitating dialogue and engagement with local actors.· Responsible for monitoring and delivery of quality and timely results at the governorate level as well as for liaising with stakeholders.· Contribute to the operational planning and follow-up of governorate-level activities, in line with approved workplans and budgets.· Monitor implementation progress, identify bottlenecks and risks, and report them in a timely manner to the Project Manager and Expert Team Leader.· Ensure that all interventions are implemented with due consideration for community participation, gender-sensitive approaches, inclusive service delivery, disability inclusion, and the specific barriers faced by vulnerable groups, including women, children, migrants and refugees.· Prepare notes, reports, meeting summaries. Submit regular and timely technical reports on all project activities, field visits and partners’ meetings at the governorate level.· Ensures that project financial resources are engaged in a timely manner, that implementation moves forward according to plans.· Support the preparation of budget forecasts and logistical needs for governorate-level activities, without holding responsibility for financial commitments, procurement or budgetary control.· Maintain professional and effective relations with all project partners and participate in required events.· Support project documentation and visibility at governorate level, in coordination with the Project Manager and communication focal points, by ensuring that field activities are properly documented and visibility requirements are observed during local events.The Governorate Coordinator will be expected to produce the following deliverables:· Initial stakeholder mapping and governorate-level institutional analysis;· Governorate-level coordination plan;· LHSC agendas, minutes and action trackers;· Brief field reports after key meetings, missions and field visits;· Monthly governorate progress notes, including risks, bottlenecks and proposed mitigation measures;· Contributions to project technical reports and capitalisation products;· Follow-up matrix of recommendations from technical assistance missions.Project descriptionThe objective of the project is to improve the quality of primary healthcare services in vulnerable areas of Egypt, with a particular focus on the needs of women and children, as well as migrants and refugees.AFD will be responsible for the infrastructure component of the programme, corresponding to Specific Objective 1. Expertise France will be in charge of Specific Objectives 2 and 3. The technical assistance will primarily target the governorate level, where most activities will be implemented.However, the interventions are designed to inform and strengthen national level strategies.Specific objectivesSpecific Objective 1 (AFD): Improve the availability and quality of resilient and energy-efficient health infrastructureIn line with Egypt’s National Health Strategy (NHS) 2024–2030 and the National Strategic Framework for Health Sector Adaptation to Climate Change 2024–2030, the programme will support the rehabilitation of selected primary health centers in targeted areas.The programme will contribute to improving the provision of quality primary healthcare services in underserved areas by strengthening local health governance, improving the availability, accessibility and quality of primary healthcare services for vulnerable populations. In addition, the project aims to enhance access to quality, adapted primary healthcare services for migrants and refugees in Aswan Governorate, through close collaboration with international and non-governmental organizations.Technical qualifications and skills University degree (Master’s degree preferred) in public health, health management, health policy, public administration, international development or a related field.Minimum of 10 years of successful experience in project implementation with a reputed organization or INGO.Strong analytical thinking, organisational, problem solving, organisational and initiative.Project management skills, including planning, implementation, monitoring, and coordination of activities involving multiple and complex stakeholders.Excellent communication, interpersonal, facilitation and negotiation skills, with the ability to engage with government authorities, health institutions, development partners, CSOs, and community representatives.Ability to prepare analytical reports, notes, meeting minutes.Good command of English (written and oral).Demonstrated understanding of Egypt’s health system and institutional landscape, including MoHP, EHA, UHIA, GAHAR, Health Directorates and PHCCs.Knowledge of Universal Health Insurance System reform and primary healthcare strengthening will be considered a strong asset.Experience in facilitating multi-stakeholder coordination mechanisms, steering committees or local governance platforms.Experience working on gender, inclusion, community health, refugee/migrant health or vulnerable populations will be considered an asset.Professional experienceProven experience working on technical cooperation projects, development or donor-funded project.Experience working with Ministries, public institutions, local government bodies.Experience in organising and facilitating coordination mechanisms, steering committees and workshops.Experience in field reporting, stakeholder mapping, operational follow-up and issue escalation.Previous experience in primary healthcare, community health, health workforce strengthening, UHIS-related reform, gender-sensitive services or refugee/migrant health will be an asset.Good knowledge of the assigned governorate or comparable field experience in Egypt will be an asset.Knowledge of Expertise France’s tools and procedures, as well as the AFD Group’s financial instruments, is an asset.Starting date: August 2026.Type of contract: 12 months fixed-term employment contract, renewable (5-year project).Required documents: CV, cover letter, 3 professional references including email and phone contacts.Closing date for application: 20 July, 2026Remuneration: According to EF salary grid and profile.Position opens to national profiles only.
