Lead and oversee end-to-end HR Operations including Payroll and Personnel Administration.Ensure payroll accuracy and full compliance with labor laws and regulatory requirements.Develop and monitor annual manpower plans aligned with business needs and approved budgets.Prepare, manage, and control the HR budget to ensure cost efficiency and headcount governance.Maintain and update organizational structures and job roles to support operational effectiveness.Oversee recruitment activities to ensure timely hiring aligned with manpower plan and budget.Manage the annual merit increase cycle, including budget planning, salary review analysis, and alignment with performance outcomes and internal equity.Lead, coach, and develop the HR Operations team to ensure high performance and service excellence.Partner with department heads to provide HR guidance and support operational performance.Monitor HR KPIs and provide regular reports to senior management.
