Job PurposeTo lead and manage the Health, Safety, and Environment function across the company plants in Borg El Arab and its associated warehouse and storage sites, ensuring full compliance with applicable regulations, driving a proactive safety culture across both internal staff and contractor workforces, and effectively managing HSE risks inherent to industrial and specialty chemical operations.Key Tasks & ResponsibilitiesChemical & Process Safety – 25%Oversee the safe handling, storage, and disposal of both industrial chemicals and specialty chemical formulations across all sites.Maintain a comprehensive and current SDS/MSDS library accessible to all relevant staff and contractors.Lead and support Process Hazard Analyses (PHA) and HAZOP reviews in coordination with Production and Engineering teams.Ensure all chemical storage areas comply with segregation, ventilation, containment, and labeling requirements.Maintain and regularly test emergency spill response plans, fire suppression systems, and hazardous material containment measures at both production and warehouse sites.Regulatory Compliance – 20%Ensure continuous compliance with all applicable Egyptian HSE and environmental legislation, including requirements from the Egyptian Environmental Affairs Agency (EEAA), the Ministry of Manpower, and the Civil Defense Authority.Manage all HSE-related permits, licenses, and regulatory documentation for the production plants and storage sites.Prepare and submit regulatory reports and ensure timely renewal of all required HSE operating licenses.Maintain up-to-date knowledge of changes in local HSE legislation and communicate impact assessments to management.Incident Management – 20%Lead the investigation of all accidents, near misses, unsafe acts, and dangerous occurrences using structured root cause analysis tools such as 5-Why and Bow-Tie analysis.Ensure all incidents are documented, reported to the relevant internal and external parties, and that lessons learned are formally communicated across all sites and workforce groups.Track corrective and preventive actions through to verified closure.Drive continuous reduction in recordable incident rates and lost time injuries across the site network.Team Leadership & Development – 15%Directly supervise and develop a team of HSE Supervisor, Specialists and Technicians across the plants and warehouse sites.Set clear performance objectives for direct reports, conduct regular performance reviews, and build individual development plans.Provide on-the-job coaching to build HSE competence at the operational level.Design and deliver HSE training programs in Arabic for all workforce levels, including chemical handling, emergency response, fire safety, and permit-to-work systems.Drive behavioral safety programs that encourage proactive hazard reporting from all staff and contractors.Contractor HSE Management – 10%Define and enforce HSE pre-qualification requirements for all contractors and vendors operating on company premises.Conduct HSE inductions for all new contractors and ensure ongoing compliance through periodic site inspections and audits.Review and approve contractor Method Statements and Risk Assessments (MSRA) before work commences.Hold contractors accountable to the same HSE standards applied to internal employees.Audits & Inspections – 5%Plan and execute scheduled and unannounced HSE inspections across the production plants, and storage sites.Lead internal HSE audits and manage corrective action tracking to closure.Prepare all sites for external audits, regulatory inspections, and third-party certifications.Maintain complete and up-to-date HSE records, inspection logs, and documentation at all times.HSE Management System – 3%Develop, implement, and maintain the company's HSE management system across the plants and all storage sites, in alignment with ISO 45001 and ISO 14001 requirements.Establish site-specific HSE plans, procedures, and work instructions covering both production and chemical storage operations.Set annual HSE objectives and KPIs per site and function, and monitor and report progress to the Admin Manager on a regular basis.Identify gaps in the current HSE framework and lead structured improvement initiatives to close them.HSE Reporting & Communication – 2%Prepare accurate and timely HSE performance reports for the Admin Manager covering incident data, KPI trends, audit findings, and compliance status.Communicate HSE updates, alerts, and lessons learned in Arabic to the internal workforce and in English within formal documentation and management reports.Represent the HSE function in cross-functional meetings with Production, Engineering, Procurement, and Logistics. Bachelor's degree in Chemical Engineering, Chemistry, or any other relevant scientific discipline.NEBOSH General Certificate or NEBOSH International Diploma is preferred; an equivalent internationally recognized HSE certification will be considered.ISO 45001 and/or ISO 14001 Internal or Lead Auditor certification is preferred.7 to 9 years of progressive HSE experience, with a minimum of 2 years in a formal supervisory role.Experience in chemical manufacturing, petrochemical, or process industry environments is preferred; candidates from closely related heavy industries with demonstrable chemical hazard management experience will be considered.Proven hands-on experience with both industrial and specialty chemical hazard management.Demonstrated experience managing HSE compliance across production and storage facilities simultaneously.Proven track record of managing contractor HSE compliance in a live industrial environment.Proficient in the English Language both Speaking and Writing.
