Procurement Engineer is responsible for sourcing, negotiating, purchasing, and coordinating materials, subcontractors, and suppliers required for construction and finishing projects. The role also includes quantity surveying functions such as quantity take-offs, cost estimation, BOQ review, budget control, and cost analysis to ensure projects are executed efficiently, within budget, and according to quality standards. Key ResponsibilitiesProcurement & Supply Chain ManagementSource, evaluate, and select suppliers, vendors, and subcontractors.Obtain and compare quotations to ensure competitive pricing and compliance with project specifications.Negotiate pricing, payment terms, delivery schedules, and contractual conditions with suppliers and subcontractors.Prepare and issue purchase orders and subcontract agreements.Track procurement schedules to ensure timely delivery of materials and services.Coordinate with project managers, site engineers, and warehouse personnel regarding material requirements and delivery plans.Monitor supplier performance and maintain an approved vendor database.Resolve procurement-related issues, including delivery delays, quality concerns, and supplier disputes.Quantity Surveying & Cost ControlPrepare quantity take-offs from drawings and specifications.Review and verify Bills of Quantities (BOQs) for construction and finishing works.Prepare material quantity calculations and cost estimates for tendering and project execution.Monitor project budgets and track actual costs against planned budgets.Analyze cost variations, change orders, and additional work requests.Assist in preparing project cash flow forecasts and procurement budgets.Evaluate subcontractor and supplier invoices against completed work and approved quantities.Support tender preparation through pricing, cost analysis, and procurement planning.Reporting & DocumentationMaintain accurate procurement and cost records.Prepare procurement reports, cost reports, and savings analysis.Ensure all procurement activities comply with company policies and project requirements.Maintain organized documentation for contracts, quotations, purchase orders, and cost records.QualificationsBachelor's degree in Civil Engineering, Architectural Engineering, Construction Management, or a related field.3–7 years of experience in procurement and quantity surveying within construction, fit-out, or finishing projects.Strong knowledge of finishing materials, suppliers, and subcontractor markets.Proficiency in quantity take-off and cost estimation.Excellent negotiation and communication skills.Strong analytical and cost-control abilities.Proficiency in Microsoft Excel, AutoCAD, and ERP systems is preferred.Key CompetenciesNegotiation & Vendor ManagementQuantity Surveying & Cost EstimationBudget Control & Cost AnalysisContract AdministrationTime ManagementProblem SolvingAttention to DetailTeam CollaborationKPIsProcurement cost savings achieved.Material delivery adherence to project schedules.Accuracy of quantity take-offs and cost estimates.Budget variance percentage.Supplier performance and reliability.Timely issuance of purchase orders and procurement packages.
