1. Controls Oversight & Assurance • Serve as Valmore’s lead representative on project controls matters across EPC contracts, setting on group and BU Levels standard operating procedures and governance frameworks, to ensure proper and best practice controls are in place. • Establish and enforce project controls requirements within EPC contracts; including reporting standards, tools, and cadence, and attend contractor progress meetings, site visits, and project reviews as the Group’s representative. • Provide independent project controls assessments to the COO and Board, free from contractor or business-unit pressure, documenting findings and escalating issues as required. 2. Business Unit Delivery Partnership • Act as the project controls partner to each Business Unit’s MD and Operations’ Teams, providing hands-on support throughout the project lifecycle and establishing robust controls foundations at inception including WBS, CBS, baseline schedule, and controls plan. • Provide BU MDs and Heads of Operations with early warning of schedule slippage, cost-overrun risk, and change exposure, with clear, actionable recommendations for corrective action. Support BU teams in preparing for contractor meetings, negotiating change orders, and resolving claims. • Contributes with BU assigned teams in preparing and reporting project performance updates to COO and Investment Committee presentations and build project controls capability within BU teams through coaching, knowledge transfer, and on-the-job guidance. 3. Schedule & Cost Assurance• Critically assess contractor-submitted Primavera P6 schedules for logic, resource loading, critical-path integrity, and contractual milestone compliance; independently verify progress-measurement methodologies and challenge claims where evidence is insufficient. • Review and validate contractor cost reports, forecasts, Cost-to-Complete (CTC) and Estimate at Completion (EAC) submissions, and implement Earned Value Management from the Owner’s perspective, independently tracking CPI, SPI, and cost-performance trends. • Monitor expenditure against the Owner’s approved budget, review and certify contractor invoices and payment applications against4. Risk, Change & Contract Controls • Maintain the Owner’s project Risk Register across the capital portfolio, facilitate risk workshops with contractors and internal stakeholders, and conduct independent quantitative (Monte Carlo) analysis to validate contingency adequacy and advise on drawdown and base line decisions. • Administer the Owner’s change-management process independently assessing contractor variations, claims, and change orders for cost and schedule impact and protect the Group’s contractual position by ensuring scope changes are properly authorized before execution. • Contribute to studying claim assessments with the legal and commercial teams, reaching dispute resolution, and contract close-out, maintaining comprehensive, audit-ready records of all change events, approvals, correspondence, and decisions, and ensuring EPC contracts embed appropriate controls requirements pre-award. 5. Budget & Contingency Management• Establish and maintain the Group’s -Owner’s side- Project Controls framework, standards, and procedures for deployment across portfolio companies. Present status at COO reviews, BU project meetings, Investment Committee sessions, and Board presentations. • Support due diligence on new capital investments, including project controls health checks and cost/schedule risk assessments. Qualifications & Background Bachelor’s degree in engineering (Mechanical, Electrical, Civil, or Chemical), Quantity Surveying, or a Project Management Office background. Average 12 years of project controls experience; additional Owner’s Representative, Owner’s Engineer, or client-side controls experience is a plus. Proven ability to work collaboratively with project delivery teams while maintaining independent controls discipline, balancing the advisory and assurance dimensions of the role. Experience & Track record • Expert-level proficiency in Primavera P6, with the ability to critically review and challenge contractor-submitted schedules. Strong Earned Value Management (EVM) experience on EPC projects exceeding USD 100M, and demonstrated review and challenge of contractor cost reports, progress claims, and change orders. Deep sector expertise across two or more of: Power Generation (conventional, renewables), Gas (transmission, processing), or Industrial (chemical, recycling, heavy manufacturing). Sound understanding of FIDIC, NEC, or LSTK contract structures and the Owner’s rights and obligations thereunder, with advanced Microsoft Excel skills for cost modeling, EVM dashboards, and portfolio-level reporting.
