1.Quality Management System Development & Maintenance:1.1 Develop and continuously optimize project-specific Quality Management Plans (QMP), QC procedures, inspection standards, and acceptance criteria.1.2 Ensure all quality management activities strictly adhere to contractual requirements, applicable national and local standards, codes, and regulations.1.3 Manage the project quality documentation system, including quality records, inspection reports, Non-Conformance Reports (NCRs), and corrective action verification documents.2.Quality Planning & Standards Implementation:2.1 Lead the development of annual/monthly quality inspection plans and specialized audit programs, and oversee their execution by the QC team.2.2 Establish Inspection and Test Plans (ITPs) for the preventive maintenance, corrective repairs, and minor improvement works of infrastructure (e.g., electrical, HVAC, plumbing, fire protection, BMS).3. Process Monitoring, Inspection & Auditing:3.1 Oversee daily patrols, specialized inspections, and hold-point witness activities conducted by the QC Supervisor and team to ensure the work quality of both the IFM team and contractors.3.2 Conduct regular quality audits on critical facility systems, contractor service delivery, and internal processes.3.3 Lead incoming quality inspections and evaluations of materials, equipment, and services delivered by vendors and contractors.4.Non-Conformance Management & Corrective Action Tracking:4.1 Establish and manage the project Non-Conformance Report (NCR) process. Grade, investigate, and perform root cause analysis for identified quality defects.4.2 Issue Corrective and Preventive Action (CAPA) requests and systematically track the progress and effectiveness of rectification until closure.5. Performance Analysis, Reporting & Continuous Improvement:5.1 Collect and analyze quality performance data (e.g., first-pass yield, defect density, corrective action closure rate), and compile/submit quality monthly/quarterly reports to the COED Head and the client.5.2 Based on data analysis, identify systemic quality risks and improvement opportunities; initiate and drive quality improvement projects.6. Team Management, Training & Empowerment:6.1 Manage and mentor the QC Supervisor and team, providing professional training and performance evaluations.6.2 Deliver training on quality management requirements and standards to the project IFM operations team and key contractors to enhance organization-wide quality awareness.7. Client & Stakeholder Coordination:7.1 Act as the primary point of contact for project quality matters, participate in client quality meetings, report on performance, and address client quality concerns.7.2 Assist the COED Head in facilitating third-party or client-led quality audits. Bachelor's Degree in facility management, safety or related fieldProficient in EnglishPreferred to have over 2 years of quality control management experience in a technology park or over 3 years of quality control management experience in a commercial complex.
