Job Purpose:Manage and execute procurement and contracting activities related to civil works materials and services for power station projects, including generation, transmission, distribution, expansion, rehabilitation, and maintenance projects.The role is responsible for establishing and implementing rigorous contractor qualification and selection standards to ensure contracts are awarded only to contractors with proven technical capability, financial stability, and verified execution experience, not merely those who satisfy documentary requirements.Key Responsibilities:Prepare Purchase Requisitions (PRs) and tender documentation for civil works in accordance with approved technical specifications.Review, evaluate, and analyze commercial and technical bids, and prepare comprehensive Bid Tabulation reports.Negotiate commercial and technical contract terms to achieve the best value while maintaining quality standards and project schedules.Prepare, evaluate, and administer Change Orders, including assessing their impact on project cost and schedule.Establish and continuously improve contractor pre-qualification standards specifically for power station projects, including verification of:Demonstrated and verifiable experience in projects of similar type, complexity, and scale (general construction experience alone is not acceptable).Financial capability supported by verifiable evidence, including bank statements, credit reports, and cash flow records.Availability of permanent in-house technical personnel rather than temporary or nominal resources.Ownership of, or documented access to, the required construction equipment and execution capabilities.Health, Safety & Environment (HSE) performance records, including TRIR, LTI, and compliance with safety requirements for critical infrastructure projects.Conduct direct reference checks with previous clients to verify actual contractor performance rather than relying solely on recommendation letters provided by the contractor.Perform site visits to completed or ongoing reference projects whenever necessary.Verify that referenced projects were executed primarily by the contractor's own workforce and resources rather than being substantially subcontracted.Disqualify contractors who submit misleading information, unverifiable documents, or fraudulent certificates.Exclude contractors with a documented history of contract abandonment or repeated unjustified delays.Establish internal reporting mechanisms for identifying conflicts of interest or unethical procurement practices.Before contract award, ensure that contractors provide:Valid Bid Bonds issued by approved financial institutions.Performance Bonds and Advance Payment Guarantees in accordance with contract requirements.Comprehensive insurance documentation, including Contractors All Risk (CAR), Third-Party Liability, and Workers' Compensation insurance prior to issuing the Notice to Proceed.Maintain and periodically update the Approved Vendor List (at least annually) based on actual performance evaluations rather than initial qualification only.Classify contractors according to work categories, execution capacity, and historical performance.Ensure that no contractor participates in any tender unless its AVL registration remains valid and active.Coordinate with Engineering and Design teams to understand technical requirements and accurately reflect them in tender documents.Review drawings, technical specifications, and Bills of Quantities (BOQs) to ensure completeness prior to tender issuance.Verify compliance of proposed materials and executed works with applicable international standards and codes, including IEC, BS, and ASTM.Support Project Management teams in evaluating contractual claims and dispute-related matters.Ensure procurement activities fully comply with corporate procurement policies, governance requirements, and internal control procedures.Maintain a comprehensive documentation system covering contracts, procurement records, correspondence, evaluations, and meeting minutes.Prepare periodic reports for Procurement Management and Project Management on tendering status, contract awards, and execution progress. Bachelor's degree in civil engineering from an accredited universityMinimum 7 years of total experience & Minimum 4 years in procurement and contract management for power station projects or energy infrastructure projectsCIPS, PMP, and/or FIDIC certification is considered an advantageProficiency in Microsoft Office & experience with Procurement and Contract Management systems such as SAP and Oracle is an advantageAbility to read and interpret civil and structural engineering drawings.Strong capability in preparing and analyzing Bills of Quantities (BOQs) and pricing civil works.Thorough understanding of civil construction activities related to power stations, including foundations, buildings, cable trenches, and ground improvement works.Good knowledge of FIDIC contracts, contract administration, claims management, and dispute resolution.Ability to develop objective contractor evaluation matrices combining technical capability, commercial competitiveness, financial strength, and historical performance.Sound understanding of HSE requirements and applicable international engineering standards relevant to power infrastructure projects.trong analytical judgment with the ability to critically assess contractor information beyond documentary submissions.Excellent negotiation, communication, and stakeholder management skills with the ability to deal professionally and firmly with contractors and suppliers.High attention to detail in contractual documentation and procurement records.Ability to work effectively under pressure while managing multiple priorities across concurrent projects.
