This position will be on-site in Damascus Position Objective:An experienced OSP trainer with in-depth knowledge of all aspects of Outside Plant fiber engineering, materials, and specifications, able to coach and mentor the Client’s Contractors, design, and inspection teams. Develops and enhances training materials aligned to the latest applied standards and guidelines, demonstrates best practices on site, and drives effective knowledge transfer that adds measurable value to Client staff.Job Description & Responsibilities:Conduct classroom and on-site training, delivered bilingually in English and Arabic, for the Client’s contractors, design and inspection teams, demonstrating OSP best practices and methods of procedure.Train on excavation, trenching, ducting, backfilling and reinstatement, trenchless methods (HDD, micro-trenching), and duct/chamber infrastructure.Cover OSP cable installation, hauling and blowing/jetting, and splicing/jointing techniques, with practical on-site demonstration.Instruct on optical network testing and measurement (OTDR, optical power meter, light source, inspection) and the interpretation of results against acceptance criteria.Materials & specifications — train teams on OSP fiber materials and passive components, specification compliance, and material/product evaluation; support specification review and quality control.Create and update training modules, slides, and handouts aligned to the latest applied standards and guidelines.Develop new methods for effective knowledge transfer, and verify competence through assessment, feedback, and follow-up.ISO/IEC 11801, IEC 60794 (optical cables), and ITU-T G-series recommendations.National operator construction and acceptance specs and the Client’s guidelines.National OSH frameworks (e.g., national OSH councils and labor ministry provisions) aligned with ISO 45001; confined-space, excavation, working-at-height, and heat-stress controls; roadAuthority permits and NOCs before excavation, plus the regulated summer midday work ban.Qualifications & Experience:Bachelor’s degree in engineering or Telecommunications.12+ years of overall experience, including 5+ years in training and development of OSP fiber domain staff.Proven experience with OSP standards, regulations, and compliance (fiber and civil), with profound knowledge of the OSP fiber network standards, guidelines, procedures, technologies, equipment, and tools.Experience in technical roles (specification, R&D, quality control, product development), ideally with passive material suppliers.Fluent in spoken English and Arabic (mandatory), with excellent communication and technical skills.Ability to work independently with minimal supervision, with reliability and a superior level of initiative.Discretion in handling sensitive and confidential documents and situations; open to travel across the country for training and certification purposes.FOA (CFOT/CFOS) certification, OSH, and a train-the-trainer credential are advantageous.
