Job SummaryThe Wet Utility Site Engineer is responsible for supervising and coordinating the construction, installation, testing, and commissioning of wet utility infrastructure works, including potable water, sewerage, stormwater drainage, irrigation, and firefighting networks. The role ensures that all site activities are executed safely, efficiently, and in compliance with project specifications, approved drawings, quality standards, and project schedules while coordinating with contractors, consultants, and utility authorities.Key ResponsibilitiesSupervise daily construction activities for wet utility infrastructure works.Ensure construction is carried out according to approved drawings, specifications, and applicable standards.Coordinate installation of potable water, sewerage, stormwater, irrigation, and firefighting networks.Monitor contractor performance, productivity, and adherence to project schedules.Inspect materials and workmanship to ensure compliance with quality requirements.Coordinate with consultants, subcontractors, and utility authorities to facilitate approvals and inspections.Review shop drawings, method statements, and material submittals related to wet utility works.Monitor testing, flushing, pressure testing, disinfection, and commissioning activities.Identify and resolve site issues, technical conflicts, and construction challenges.Ensure compliance with health, safety, and environmental (HSE) requirements on site.Prepare daily, weekly, and monthly progress reports.Verify completed work quantities and assist with progress measurements.Participate in site meetings and coordinate with other engineering disciplines to avoid construction conflicts.Support project close-out activities, including as-built drawings and handover documentation. EducationBachelor's Degree in Civil Engineering from an accredited university.ExperienceMinimum 5 years of experience in wet utility infrastructure construction.Proven experience in the construction of:Potable Water NetworksSewerage NetworksStormwater Drainage SystemsIrrigation NetworksFirefighting NetworksExperience working on EPC, infrastructure, or utility projects.Previous experience coordinating with utility authorities and consultants is preferred.Technical CompetenciesThe candidate shall demonstrate strong technical knowledge in the following areas:Construction of ductile iron (DI), HDPE, GRP, uPVC, and RCC pipelines.Installation of valves, fittings, hydrants, chambers, manholes, catch basins, and associated appurtenances.Reading and interpreting IFC drawings, shop drawings, utility profiles, P&IDs, and construction details.Verification of pipe alignment, invert levels, slopes, and coordinates using survey data.Utility crossings, diversions, tie-ins, shutdowns, and live network connections.Trench excavation, shoring systems, dewatering, bedding, backfilling, and compaction requirements.Hydrostatic testing, leakage testing, pressure testing, chlorination, flushing, CCTV inspection, and commissioning procedures.Inspection and acceptance requirements in accordance with project specifications and utility authority standards.Preparation and review of Inspection Requests (IRs), Material Inspection Requests (MIRs), RFIs, Method Statements, and As-Built documentation.Strong understanding of QA/QC requirements and HSE procedures for underground utility works.Project Coordination SkillsThe candidate shall have the ability to:Coordinate wet utility activities with roads, pavements, electrical, telecom, street lighting, landscape, and structural works.Resolve site interface conflicts between different contractors and engineering disciplines.Coordinate inspections with consultants, clients, and utility authorities.Ensure work fronts are available and construction activities are executed according to the approved schedule.Report construction progress, technical issues, and resource requirements to project management.Subcontractor ManagementThe candidate shall demonstrate the ability to:Lead and supervise subcontractors performing wet utility construction works.Plan and allocate daily work activities to subcontractor teams.Monitor subcontractor productivity, manpower, equipment, and construction quality.Ensure subcontractors comply with approved shop drawings, method statements, project specifications, and HSE requirements.Review daily work progress and verify achievement of planned targets.Identify delays and implement corrective actions to recover the construction schedule.Coordinate multiple subcontractors working simultaneously within the project.Resolve construction conflicts and site interface issues between subcontractors and other contractors.Monitor material availability and ensure subcontractors have the necessary resources to maintain productivity.Evaluate subcontractor performance and report deficiencies to project management.Software SkillsAutoCAD.Civil 3D (preferred).Microsoft Office Suite (Excel, Word, Outlook).Basic knowledge of Primavera P6 or Microsoft Project.Familiarity with digital reporting systems and QA/QC documentation.Personal CompetenciesStrong leadership and supervisory skills.Excellent communication and coordination abilities.Ability to manage multiple subcontractors under tight project schedules.Strong technical problem-solving and decision-making skills.Ability to work under pressure while maintaining quality and safety standards.Excellent planning, organizational, and reporting skills.Results-oriented with a strong commitment to project delivery, quality, and safety.
