Job Purpose:Provide effective governance and oversight of the Bank’s fraud risk management framework by establishing policies, standards, controls, and reporting mechanisms that enable the proactive identification, assessment, mitigation, monitoring, and reporting of fraud risks. The function ensures alignment with CBE requirements, supports the achievement of the Bank’s strategic objectives, strengthens the control environment, and fosters a culture of fraud awareness and accountability across all business lines, channels, and support functions.Generic ResponsibilitiesConduct enterprise-wide Fraud Risk Assessments covering products, channels, processes, systems, third parties, and emerging fraud threats.Review fraud risk implications for new products, services, delivery channels, digital initiatives, and strategic projects through the New Product Approval Process.Ensure Board and Senior Management oversight of fraud risk through periodic reporting, governance forums, and fraud committee meetings.Establish and maintain the Fraud Risk Appetite, Key Risk Indicators (KRIs), and fraud performance metrics, ensuring regular monitoring and escalation of breaches.Develop and implement preventive, detective, and corrective fraud controls and ensure their effectiveness through periodic testing and validation.Maintain a centralized Fraud Risk Register and monitor remediation plans for identified fraud vulnerabilities and control weaknesses.Ensure compliance with all applicable CBE regulations, card scheme requirements, and internal governance standards related to fraud risk management.Coordinate with Internal Audit, Compliance, Operational Risk, Information Security, Legal, and Business Units to strengthen the Bank's fraud control environment. Perform root cause analysis of fraud incidents and losses and ensure implementation of corrective and preventive actionsMonitor fraud losses, trends, and emerging threats and provide regular reporting to management committees and the BoardDesign and deliver enterprise-wide fraud awareness and training programs for employees and relevant stakeholders.Support the development of fraud analytics, intelligence, and reporting capabilities to enhance proactive fraud risk management.Monitor action plans resulting from regulatory reviews, internal audits, fraud investigations, and risk assessments until closure.Business Acumen Key ResponsibilitiesEnsure compliance with CBE regulations and applicable regulatory requirements, including timely reporting and escalation of significant fraud incidents and material control deficiencies.Conduct fraud risk assessments, root cause analyses, and reviews of new products, services, channels, and strategic initiatives to identify and mitigate fraud vulnerabilities and emerging risks.Analyze fraud trends, loss drivers, customer behavior, and emerging threats to identify opportunities for strengthening controls while maintaining customer convenience and operational effectiveness.Support management in defining and monitoring fraud risk appetite, tolerance thresholds, and performance metrics that align with the Bank’s strategic objectives.Develop fraud awareness programs across the bank.Promote fraud risk culture and control ownership.Minimum QualificationsBachelor degree. Professional certifications in fraud (CFE), Risk. are strongly preferred.Strong knowledge of Central Bank of Egypt (CBE) regulations, fraud risk management frameworks, and banking industry best practices.Minimum Experience:+7 years of relevant experience in Risk Management.Job-Specific Knowledge & Skills: Advanced knowledge of Fraud Risk Management frameworks, governance principles, and industry best practices.Strong understanding of CBE Fraud Risk Management requirements and regulatory expectations.Strong understanding of fraud prevention, detection, monitoring, investigation, recovery, and loss management practices.Knowledge of fraud analytics, data mining, behavioral analytics, and fraud intelligence methodologies.Experience in fraud risk assessments, control design, control testing, and remediation management.Strong knowledge of banking products, services, delivery channels, and customer journeys across Retail, SME, Corporate, Cards, and Digital Banking.Ability to assess fraud risks associated with new products, technologies, partnerships, and digital transformation initiatives.Strong analytical, reporting, and presentation capabilities.Proficiency in Microsoft Office applications, particularly Excel, PowerPoint, and reporting tools.Personal SkillsStrong leadership and team development capabilities.Strategic thinking with strong business acumen.Excellent stakeholder management and influencing skills.Strong communication, presentation, and report-writing abilities.Excellent analytical and critical-thinking skills.Strong problem-solving and decision-making capabilities.High level of integrity, professionalism, and accountability.Ability to challenge constructively and drive change across the organization.
