Position Title: HSE SpecialistDepartment: Occupational Health, Safety & Environment (HSE)Reports To: HSE ManagerLocation: 10th of Ramadan, Sharkia, EgyptJob Grade: Professional / Specialist LevelEmployment Type: Full-TimeJob SummaryThe HSE Specialist is responsible for developing, implementing, monitoring, and continuously improving health, safety, and environmental systems within the manufacturing facility to ensure full compliance with legal requirements, industry standards, and company policies.The role focuses on preventing workplace accidents, minimizing occupational risks, ensuring environmental compliance, promoting safe working behaviors, and supporting operational excellence through proactive hazard identification, risk assessment, incident investigation, training, and continuous improvement initiatives.In a plastic manufacturing environment, the HSE Specialist plays a critical role in controlling risks associated with:· Injection molding operations· Extrusion lines· High-temperature equipment· Mechanical hazards· Electrical risks· Chemical exposure· Noise· Forklift traffic· Waste management· Fire and emergency responseThe position contributes directly to employee wellbeing, regulatory compliance, production continuity, and operational sustainability.Key Responsibilities1. HSE Policy Implementation· Implement company health, safety, and environmental policies and procedures.· Ensure all plant activities comply with applicable HSE laws and regulations.· Support the development and updating of HSE manuals, SOPs, and work instructions.· Monitor compliance with internal HSE standards.2. Risk Assessment & Hazard Control· Conduct workplace hazard identification and risk assessments.· Evaluate production processes for potential HSE risks.· Recommend engineering and administrative controls.· Follow up on corrective and preventive actions.· Review Job Safety Analysis (JSA) for critical activities.3. Safety Inspections & Audits· Conduct routine plant safety inspections.· Perform compliance audits across all departments.· Identify unsafe acts and unsafe conditions.· Issue corrective action reports.· Verify closure of audit findings.4. Incident Investigation· Investigate accidents, incidents, near misses, and unsafe events.· Conduct root cause analysis.· Prepare investigation reports.· Recommend corrective/preventive actions.· Track implementation effectiveness.5. Emergency Preparedness· Support emergency response planning.· Coordinate fire drills and evacuation exercises.· Inspect emergency equipment.· Ensure firefighting systems readiness.· Coordinate with emergency response teams.6. Safety Training & Awareness· Deliver HSE induction training for new employees.· Conduct toolbox talks.· Provide periodic safety awareness sessions.· Train employees on emergency procedures.· Promote HSE culture through campaigns.7. Environmental Compliance· Monitor environmental practices.· Ensure proper waste segregation and disposal.· Monitor emissions and environmental impacts.· Support sustainability initiatives.· Ensure compliance with environmental permits.8. PPE Management· Assess PPE requirements by task.· Monitor proper PPE usage.· Conduct PPE inspections.· Recommend improvements.· Maintain PPE issuance records.9. Legal Compliance· Ensure adherence to:o Egyptian Labor Lawo Occupational Safety regulationso Environmental Lawo Civil Defense requirements· Prepare for inspections by authorities.· Maintain compliance documentation.10. HSE Reporting & Documentation· Prepare and maintain:· Daily/weekly/monthly HSE reports· Incident reports· Inspection reports· Training records· Risk assessment records· Corrective action logs· Legal compliance records11. Continuous Improvement· Analyze safety performance trends.· Recommend preventive initiatives.· Participate in Lean / Kaizen safety improvements.· Support safety KPI improvement projects. 12. Qualificationsa. EducationBachelor’s degree in:· Occupational Health & Safety· Engineering· Environmental Science· Industrial Engineering· Science (Chemistry / Physics)b. Preferred certifications:· NEBOSH· OSHA· IOSH· ISO 45001 Internal Auditor· ISO 14001 Internal Auditorc. Experience3–5 years in HSE within manufacturingPreferred experience in:· Plastic manufacturing· Industrial production plantsd.
