As a Chinese–Egyptian joint venture, Horizon combines international expertise with local market insight and currently manages major projects, including the Central Business District at Egypt’s New Capital under a long-term contract.Role Description This is a full-time, on-site Learning and Development Specialist role based in Cairo, Egypt. The Learning and Development Specialist will design, deliver, and evaluate training programs that support the capabilities of teams operating large-scale urban projects. Responsibilities include conducting training needs analyses, developing learning curricula and materials, and facilitating in-person and blended learning sessions for employees at various levels. The role will manage and optimize the use of learning management systems, track participation and outcomes, and report on training effectiveness. The specialist will coach employees and line managers, support career development initiatives, and collaborate with HR and operational leaders to align learning solutions with business objectives and performance standards. The role also involves maintaining up-to-date knowledge of learning trends, tools, and technologies to continuously improve the learning experience.Qualifications Strong proficiency in Training & Development and Learning Management, including planning, delivering, and evaluating learning programs.Experience in Instructional Design, with the ability to create engaging, learner-centered content and curricula for diverse audiences.Excellent Communication skills, with the ability to present, facilitate discussions, and adapt messaging to different stakeholders.Coaching skills to support employee growth, performance improvement, and ongoing professional development.Bachelor’s degree in Human Resources, Education, Organizational Development, Business, or a related field; relevant certifications in L&D or instructional design are an advantage.Experience in corporate learning, preferably within operations, facilities management, or large-scale infrastructure or real estate projects.Familiarity with learning technologies, including LMS platforms, e-learning tools, and virtual training solutions.Strong analytical and organizational skills, with the ability to prioritize, manage multiple programs, and meet deadlines in a fast-paced environment.Ability to collaborate effectively in a multicultural environment and communicate fluently in English; Arabic language skills are an advantage.
