This position is based in Damascus, SyriaPosition Objectives:To assume the overall management of the Outside Plant expansion program.Job Description and ResponsibilitiesResponsible for the leadership, management, execution, and control of all activities within the project to ensure timely, efficient, and professional execution of all project tasksBuild a successful team of subordinate Project Managers and Section ManagersEstablish efficient reporting and escalation mechanisms for both the client and Norconsult TelematicsPerform risk management activities by ensuring that critical project tasks and blocking issues are thoroughly analysed and that proper corrective actions are timely implementedSpecify requirements for project staff in terms of number, qualifications, and time needed according to project demands and within the contract budgetEnsure proper screening, evaluation, and recommendation of candidates (new and replacements)Establish and maintain a good relationship with the corresponding client management levelEnsure project control, engineering review, and supervision processes are established to verify that project work and equipment deliveries are in accordance with approved project specifications and contractual obligationsPlan vacations and time off to ensure the availability of manpower when and where requiredEnsure qualified deputies are appointed for all managers and other key staff members when unavailableAssess staff performance, placement in the organisation according to qualifications, and suitability for project workPrepare regular staff and manpower utilisation reports to managementEnsure reporting tasks are timely executed and that reports are complete, covering all project needs, including progress status and financial status versus project timelines, contractual obligations, and other commitmentsPrepare regular and ad-hoc project reports for the client as well as NT ManagementDirect and follow up on overall planning for OSP expansion projects in collaboration with client managementCoordinate project tasks as assigned to vendors, contractors, and client districtsParticipate in meetings with vendors, contractors, and the client and ensure inter-party dependencies are identified and communicated to all concerned partiesEnsure Norconsult Telematics QA processes and client project processes are implemented and followed by the project teamQualification and Required SkillsMinimum Bachelor's degree in Computer Science, Telecommunications, or EngineeringMinimum 15 years of documented professional experience within an operator or vendor organisation, with at least 5 years in a management position running large-scale, multi-disciplined telecommunications projectsKnowledge and understanding of all aspects of Outside PlantExcellent organisational, management, and interpersonal skills, with experience working in a multi-cultural and multi-national environmentExcellent communication skills and fluency in English; Arabic is considered an assetPMP project management certification or equivalent
