Job SummaryThe Program Manager / Delivery Manager is responsible for planning, coordinating, and ensuring the successful delivery of complex programs within the public sector. This role ensures that projects are executed on time, within budget, and aligned with organizational and governmental objectives.The role involves close collaboration with business stakeholders, technical teams, vendors, and senior leadership to manage program execution, mitigate risks, oversee budgets, and ensure overall delivery excellence.Key ResponsibilitiesProgram & Delivery ManagementLead end-to-end delivery of programs and initiatives across multiple projects.Develop, maintain, and track program plans, timelines, and deliverables.Monitor progress and ensure key milestones are achieved.Ensure projects are delivered on time, within scope, and within budget.Manage interdependencies across projects, teams, and external partners.Stakeholder ManagementEngage and communicate with internal and external stakeholders, including government entities and partners.Prepare and present regular program status reports to senior management.Manage stakeholder expectations and address concerns proactively.Facilitate alignment between business and technical teams.Risk & Issue ManagementIdentify, assess, and mitigate program risks and issues.Establish risk management frameworks and escalation processes.Ensure timely resolution of issues impacting delivery.Budget & Resource ManagementDevelop and manage program budgets and forecasts.Ensure optimal allocation and utilization of resources.Monitor financial performance and report variances.Governance & ReportingEnsure compliance with governance frameworks, policies, and public sector regulations.Establish and maintain reporting structures and dashboards.Drive transparency, accountability, and audit readiness across the program.Qualifications & ExperienceBachelor’s degree in Business Administration, Information Technology, Engineering, or a related fieldProven experience in program or delivery management, preferably within the public sector or large-scale environmentsStrong understanding of governance, compliance, and regulatory frameworksRelevant certifications (e.g., PMP, PRINCE2, Agile) are a plusSkills & CompetenciesTechnical SkillsProgram and Project ManagementAgile and Waterfall methodologiesBudget and Financial ManagementRisk and Issue ManagementVendor and Contract ManagementGovernance and ReportingSoft SkillsLeadership and team managementStrong communication and presentation skillsProblem-solving and critical thinkingStakeholder engagement and managementPlanning and organizational skillsDecision-making and accountabilityTools & TechnologiesJiraMicrosoft ProjectAzure DevOpsPower BIMicrosoft Office Suite (Excel, PowerPoint, Word)SharePointKey Performance Indicators (KPIs)Delivery of projects within agreed timelinesDelivery within approved budgetsStakeholder satisfaction and engagement levelsEffectiveness in risk and issue managementAchievement of program objectives and outcomesQuality, compliance, and audit readiness of deliverables
