Job DescriptionTo lead and manage project management activities with a strong focus on businessdevelopment within the fertilizers and petroleum industries, ensuring the successfulplanning, execution, and delivery of strategic projects while supporting growth initiatives,partnerships, and commercial objectives for the Abu Tartour Project.3- Job ResponsibilitiesProject Controls & Performance Management Establish and manage comprehensive project control systems covering planning, scheduling,cost control, progress measurement, and reporting for construction projects in line withIncome's strategic and commercial objectives. Develop, review, and maintain detailed construction schedules and integrated masterprograms using Primavera P6 or equivalent tools, ensuring alignment between executionstrategy and contractual requirements. Monitor construction progress against approved schedules and budgets, identify deviations,and recommend corrective and recovery actions to protect Income's financial exposure andperformance. Prepare, manage, and control project budgets, cost baselines, cash flow forecasts, and costreports to support informed decision-making and safeguard Income's commercial position. Implement earned value management (EVM) techniques to assess performance, forecastfinal outcomes, and provide early warning of risks impacting Income's interests. Define and maintain accurate progress measurement systems for engineering, procurement,and construction to support entitlement, reporting, and acceptance of completed works.Risk, Change & Claims Support Identify, assess, and manage project risks and opportunities, developing mitigation andcontingency plans that protect Income's and its partners contractual and commercialposition. Review and assess variations, claims, and change orders from a project controls andcontractual perspective, ensuring robust substantiation and alignment with Income's and itspartners strategic objectives. Support delay analysis and claims preparation in accordance with contract requirements(FIDIC or equivalent) to defend time and cost entitlements.To lead and oversee all project control activities for construction projects in MadinahCity, ensuring effective planning, scheduling, cost control, progress monitoring, andreporting to support the successful delivery of projects in accordance with approvedbudgets, timelines, quality standards, and contractual requirements.2- Job PurposeBridging, Reporting & Stakeholder Coordination Act as a bridge between site teams, consultants, clients, and commercial stakeholders toensure progress data, forecasts, and completed works are credible, aligned, and formallyaccepted. Prepare and submit detailed weekly and monthly project control reports, dashboards, andpresentations supporting Income and the main contractor in defending their position oncritical, high-value items. Coordinate closely with construction managers, engineering, procurement, commercial, andfinance teams to ensure data integrity, transparency, and consistency. Proactively identify and remove approval, information, and reporting bottlenecks that couldimpact cash flow, claims, or project financial performance.Compliance & Team Leadership Ensure compliance with Income's procedures, contractual obligations, and applicable Saudiregulations. Lead, mentor, and develop the project controls team to enhance technical competence,commercial awareness, and reporting quality.Requirements5- Job Requirements Educational Qualifications Bachelor's degree in Engineering (Civil preferred; Mechanical or Electrical acceptable) Professional certifications such as PMP, PSP, or equivalent are an advantageExperience Minimum 15 years of experience in project controls within the construction sector Proven experience managing project controlfunctions for large-scale building or infrastructureprojects. Strong exposure to construction planning, cost control, and site execution environments Demonstrated experience in delay analysis, claims, and change managementTechnical Skills Advanced proficiency in Primavera P6 Strong knowledge of construction cost control,budgeting, and forecasting. Excellent command of earned value management(EVM) techniques.
