OBJECTIVES OF THE PROGRAMMEThe unit of Programme Planning, Budget, Monitoring and Evaluation is in-charge of EMRO's strategic planning, budget management and corporate performance monitoring, assessment and reporting. PME coordinates the development of the Programme and its Budgets (Programme Budget - PB) applying a results-based management (RBM) approach in line with the Organization's mandate, policies and strategies. It leads and facilitates operational planning and performance monitoring and assessment, in collaboration with all levels of the Organization, to measure progress towards the priorities and results as outlined in the General Programme of Work, CCS and related Programme Budget. PME advises on corporate resource allocation to programs and monitors the programme budget, its workplans, its financing and implementation levels throughout the biennium.The unit is accountable to the Director of Programme Management for ensuring programmatic and budget accountability, including the preparation and presentation of reports to Cabinet and Governing Bodies.Description Of DutiesThe incumbent will perform the following dutiesfor all WHO programmes with a particular focus on health programming : Programme planning (including strategic planning and operational planning), technical monitoring including specific health-related output indicators linked to GPW,Regional Strategic Operational Plan and Flagship Initiatives, performance assessment and corporate reporting (including Mid Term Review and the End of Biennium Assessment):1. Contribute to the development of regional process guidance, briefings and tools. 2. Provide targeted support to Budget Centers and follow up their progress towards timely submissions. 3. Review the Budget Center submissions to ensure quality and alignment with public health and results- principles and process guidance. 4. Consolidate the submissions from the Budget Centers and contribute to the compilation of the region-wide reports. 5. Contribute to the development of reports and presentations for the cabinet, programme governance committee and the regional governing body meetings. 6. Facilitate capacity building events onpublic health programme planning, monitoring and reporting for EMR staff including the PME focal points in the Budget Centers and national counterpart sas required. 7. Prepare technical briefing notes and other reports on PME functions for senior management, country functional reviews, audit and administrative reviews and other similar exercises. 8. Participate in joint programme/admin review 9. Perform any other duties assigned by the supervisor.Required QualificationsEducationEssential: First university degree in medicine, public health or related health field accompanied by an accredited academic course, training and/or certification in results-based management.Desirable: An advanced university degree (master's degree) in medicine, public health or related health field. An accredited academiccourse, training and/or certification in programme planning and monitoring and evaluation would be an asset.ExperienceEssential: A minimum of two yearsof work experience in public health programme management including strategic and operational planning, technical monitoring and evaluation using quantitative and qualitative methods, organizational performance assessment, and corporate reporting using Results-based management.Desirable: Experience of WHO technical programmes, processes and policies. Intermediate knowledge of Arabic.REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 56,046 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1172 per month for the duty station indicated above.
