The company builds safely, on time, and to strict quality standards while partnering with national and international clients in heavy industry. Role Overview AFW is hiring a Construction Manager to lead construction delivery across one or multiple sites/workfronts. The role owns construction governance, HSE and quality control, short-interval planning discipline, subcontractor performance, site risk, execution evidence, and people performance. The Construction Manager ensures site execution is safe, compliant, predictable, auditable, and contract-defensible.  Key Responsibilities Own construction HSE governance and ensure company/client HSE requirements are enforced through readiness-to-work gates, permit-to-work discipline, stop/resume authority, and preventive controls. Ensure planning and progress control are reliable by validating look-ahead plans, confirming drawings, materials, permits, inspection readiness, and measurable completion evidence. Govern the construction operating model across disciplines, workfronts, and subcontractors, ensuring approved methodologies, permits, ITPs, and interface ownership rules are in place before work starts. Own site quality governance by controlling ITP compliance, NCR trends, punch list aging, mechanical completion/handover readiness, test packs, traceability, and inspection records. Manage subcontractor performance through clear scope boundaries, measurable outputs, productivity governance, corrective actions, compliance gates, and escalation decisions. Own construction execution risk by escalating scope deviations, high-impact risks, variations, and claim-related evidence through controlled channels. Maintain structured construction-level alignment with client and consultant leadership while keeping communication contract-safe and avoiding uncontrolled commitments or approvals. Ensure reporting is timely, consistent, evidence-backed, and decision-grade, including progress, HSE, QA/QC, documentation, and claims-support records. Ensure technical queries, constructability risks, interface clashes, RFIs, and site decisions are escalated through the correct authority and governance channels. Ensure construction documentation follows document control standards, including revision control, controlled drawing distribution, secure data handling, and acceptance-ready evidence packs. Lead field teams, set clear standards, coach performance, maintain workload balance, and ensure escalation discipline across site execution teams. Must-Have Requirements Bachelor's degree in Civil Engineering, or equivalent. 12+ years of site experience in heavy industrial EPC/EPCM construction delivery. Experience in brownfield projects is a must. Strong experience in multi-discipline construction interfaces, especially mechanical/civil coordination. Proven experience managing subcontractors, site teams, construction risks, and performance governance. Strong command of HSE and QA/QC systems, ITPs, NCRs, punch lists, test packs, handover readiness, and inspection records. Ability to challenge plan credibility, progress integrity, readiness conditions, and recovery actions. Strong documentation discipline, evidence preservation, revision control, and data integrity mindset. Fluent Arabic and professional English. Willingness to travel and/or work on rotation according to project needs. Nice-to-Have Experience Experience with heavy industrial plants, cement, mining, steel, machinery, bulk material handling, or similar sectors. Strong understanding of readiness gates, commissioning/handover gating, and inspection regimes. Advanced Excel and structured reporting interpretation skills. International standards exposure is a plus. KPI Overview HSE performance: repeat violation rate, near-miss trends, audit closure effectiveness, and stop/resume control. Planning and control: plan reliability, early delay detection, recovery trigger timeliness, and forecast accuracy. Construction governance: readiness gate compliance, interface risk control, corrective action sustainability, and reduced firefighting escalations. Quality: NCR trend, repeat root causes, punch aging, handover readiness, rework rate, and evidence completeness. Contractor management: subcontractor performance score, compliance rate, escalation effectiveness, and productivity variance. Change and risk: risks identified pre-impact, deviation-to-escalation timing, claims defensibility, and mitigation success rate. Reporting and documentation: data accuracy, evidence traceability, revision control compliance, and audit readiness. People performance: team KPI distribution, coaching impact, workload balance, and succession coverage for key field roles.
