We are currently hiring for a senior and seasoned Government affairs professional at Director level, who will focus on leading and managing the QD-Egypt’s relationships with governmental, regulatory, and public authorities.The role will ensure timely approvals, permits, licenses, and regulatory clearances required for land acquisition, development, construction, utilities, operations & HR, while proactively managing government relations to support the company’s strategic growth agenda and mitigating regulatory risk. The Ideal candidate for the role should possess:Bachelor's degree in public administration/ political science/ Engineering/ Business Administration or Law. Master's degree would be an advantage.Min. 12 years of experience in government affairs, regulatory relations or public sector engagements, preferably within real estate, infrastructure, construction, or large-scale development. Strong understanding of Real estate development regulations, land administration, utilities, and construction permitting frameworks. Job Responsibilities:Government Relations & Stakeholder ManagementAct as the primary interface between QD-Egypt and relevant government entities, authorities, and regulators (ministries, governorates, municipalities, utilities, and special economic authorities). Build and maintain strong, credible, and long-term relationships with key government stakeholders to facilitate smooth project execution across all sites.Represent the company in official meetings, negotiations, and forums with government and public-sector counterparts.Regulatory Approvals & PermitsOversee and coordinate the end-to-end process for obtaining all governmental approvals, licenses, permits, and clearances required for development, construction, sales, and operations. Ensure alignment between governmental requirements and internal functions including project delivery, development, legal, commercial, finance & HR.Track approval timelines, identify bottlenecks, and proactively resolve issues that may impact project schedules or commercial launches.Policy, Compliance & Risk ManagementMonitor changes in regulations, policies, and government directives affecting real estate development, land use, construction, sales, and asset operations.Assess regulatory and political risks and advise executive management on potential impacts and mitigation strategies.Ensure full compliance with applicable governmental regulations and reporting obligations across all projects.Strategic Advisory & Executive SupportAdvise executive leadership on government-related matters, regulatory strategy, and stakeholder positioning.Support strategic initiatives such as new land acquisitions, new city developments, public–private partnerships, and major infrastructure or utility negotiations.Prepare high-quality briefs, position papers, and updates for executive management on governmental and regulatory matters.Internal Coordination & LeadershipCoordinate closely with Legal, Project Delivery, Development & Asset Management, Commercial, Finance & HR to ensure integrated execution of government-facing activities.Establish internal processes and governance for managing governmental interactions, documentation, and approvals.Lead, mentor, and develop the governmental affairs team, ensuring high professional standards and accountability.Key DeliverablesTimely securing of all required governmental approvals and permits. Strong, constructive relationships with key public-sector stakeholders. Reduced regulatory risk and minimized delays impacting project delivery and sales. Clear visibility to executive management on governmental risks, timelines, and dependencies.
