PMO DIRECTOR - Delivers turnkey infrastructure projects This role is structured as an independent control function that reports directly to the CEO. The PMO Director holds no line authority over delivery teams but exercises functional sign-off authority over all project budgets, purchase orders, budget baselines, and gate progression.The PMO Director's primary obligation to the CEO is not to manage projects — it is to ensure the CEO always has an accurate, real-time picture of where money is going, where execution is slipping, and where risks are materializing. Every overrun, every delay, every uncommitted spend must be visible before it becomes a crisis.Educational BackgroundBachelor's degree in Electrical Engineering, Civil Engineering, or relatedPMP certification (Project Management Professional)MBA or advanced degree in Finance, Business, or Project Management — strongly preferred.Technical ExperienceMinimum 12 years of experience in project controls or PMO leadership within EPC, power infrastructure, or utilitiesProven experience on substation projects and/or underground cable projectsDeep command of Earned Value ManagementStrong background in procurement governanceExperience managing project risk registers end-to-end, including probability/impact scoring, mitigation planning, and contingency reserve management
