Foreign Procurement Engineer

Job PurposeResponsible for executing day-to-day foreign procurement operations to ensure the accurate, timely, and cost-effective sourcing and delivery of materials, equipment, and services from international suppliers. The role focuses on handling purchase orders, coordinating with suppliers and logistics partners, preparing and reviewing import documentation, and ensuring compliance with customs and company procedures. Provides technical and administrative support to the procurement function, ensuring smooth operations and uninterrupted material availability.Key ResponsibilitiesIdentify, evaluate, and qualify overseas suppliers for raw materials, components, spare parts, and equipment.Conduct market research to track global suppliers, pricing trends, and new technologies relevant to manufacturing needs.Negotiate contracts, prices, Incoterms, and service level agreements with international vendors to secure cost efficiency and favorable terms.Establish long-term supplier relationships to ensure continuity of supply and quality assurance.Manage the end-to-end procurement process for international purchases, from requisition to delivery.Prepare, issue, and evaluate RFQs (Request for Quotations) and Purchase Orders for foreign suppliers.Ensure procurement decisions align with production requirements, quality standards, and project timelines.Monitor lead times, shipping schedules, and supplier performance to avoid production delays.Liaise with freight forwarders, shipping lines, customs brokers, and regulatory authorities for smooth clearance and transportation of imported goods.Ensure compliance with customs regulations, import licensing, tariffs, and trade agreements.Oversee proper documentation for customs clearance (Commercial Invoices, Packing Lists, Certificates of Origin, Bill of Lading, etc.).Ensure all foreign procurement activities comply with international trade laws, export/import regulations, and internal company policies.Conduct supplier audits to verify compliance with quality, environmental, and safety standards (ISO, REACH, RoHS, etc.).Develop cost analysis models to identify opportunities for savings in procurement and logistics.Support budgeting and forecasting by providing accurate cost estimates and price trend reports.Monitor foreign currency impacts on procurement costs and propose hedging strategies if needed.Generate periodic reports on procurement KPIs (savings achieved, supplier performance, on-time delivery).Work closely with Production, Maintenance, Quality Assurance, Finance, and Logistics teams to align procurement activities with operational needs.Provide technical input in the selection of machinery, spare parts, and raw materials, ensuring compatibility with production requirements.Collaborate with finance teams on payment terms, letters of credit (LCs), and international payment transactions.Qualification & Education:Education: Bachelor’s degree in Engineering is mandatory.Years of Experience: 1–3 years of experience in international procurement or supply chain operations, preferably in manufacturing.Technical competencies:Global sourcing and supplier management.International trade compliance and Incoterms.ERP and procurement management systems.Cost analysis and total cost of ownership (TCO).Customs clearance and logistics coordination.Risk assessment in foreign procurement.Interpersonal Competencies:Strong communication and cross-cultural negotiation skills.Stakeholder engagement and relationship building.Time management and ability to handle multiple priorities.Critical thinking and decision-making.Resilience and adaptability in a fast-paced environment.Integrity, professionalism, and attention to detail.
