1. Technical Procurement & Specification Management:1.1 Collaborate closely with engineering and operations teams to translate operational needs into precise, actionable technical specifications, bills of materials, and procurement documents. 1.2 Review, clarify, and standardize technical parameters for M&E equipment, spare parts, specialized tools, and technical services to ensure procurement items meet facility system requirements and industry standards. 2. Supplier Technical Evaluation & Development: 2.1 Lead on-site evaluations and audits of technical capabilities, production processes, quality control systems, and after-sales support for both potential and existing suppliers. 2.2 Establish and maintain a “Technically Approved Supplier List” for critical equipment and services, with particular focus on their service track record and emergency response capability within the IFM sector. 3. End-to-End Technical Procurement Execution:3.1 Manage technical coordination throughout the entire procurement process: from request for quotation, technical clarification, solution comparison, to contract finalization. 3.2 Organize and participate in technical bid evaluations, lead technical negotiations, and ensure the technical feasibility and compliance of supplier proposals. 3.3 Manage technical appendices within procurement contracts, including specifications, acceptance criteria, and after-sales service terms. 4. Cost Analysis & Lifecycle Management: 4.1 Conduct Total Cost of Ownership analyses, evaluating not only the initial purchase price but also energy consumption, maintenance costs, spare parts availability, and equipment lifecycle. 4.2 Propose viable cost-optimization and alternative solutions through value engineering analysis without compromising technical requirements. 5. Delivery Quality & Contract Coordination: 5.1 Coordinate with suppliers for pre-delivery inspections and participate in the unpacking and quality verification of critical equipment upon arrival. 5.2 Act as the procurement representative, collaborating with project and operations teams to address technical deviations, changes, and claims during contract execution. 6. Procurement Data & Knowledge Management: 6.1 Establish and maintain technical databases for critical equipment, spare parts lists, and supplier technical files. 6.2 Analyze procurement data to provide technical insights supporting decision-making for standardized procurement, inventory optimization, and procurement strategy development.
