Job PurposeThe Business Process Consultant – HCM spearheads the transformation of Human Capital Management processes. The role is central to implementing, optimising, and innovating HR digital solutions including Oracle Fusion HCM, enabling the organisation to attract, develop, and retain talent while achieving operational efficiency in compliance with UAE Labour Law and Emiratisation mandates.Job Responsibilities And AccountabilitiesMap and evaluate current-state end-to-end HCM processes covering Core HR, Recruitment, Onboarding, Payroll, Time and Attendance and others, identify gaps and control weaknesses, and design optimized future-state workflowsLead the implementation and continuous optimisation of Oracle Fusion HCM modules (Core HR, Payroll, Absence Management, Talent Management, ORC, Learning) aligned with workforce strategy.Conduct stakeholder workshops for requirements gathering, as-is process documentation, gap analysis, and to-be process design across all HR functions within the Group.Ensure all HCM process designs comply with UAE Labour Law, MOHRE regulations, WPS (Wage Protection System), GPSSA/GOSI requirements, and Emiratisation policies.Develop and maintain HCM process documentation including BRDs, SOPs, HR policy frameworks, data flow diagrams, and RACI matrices.Partner with HR leadership, IT teams, and Oracle implementation partners to deliver seamless integrations between Oracle Fusion HCM and payroll, time-tracking, and finance systems.Design and deploy HR analytics dashboards and workforce intelligencereports to support strategic HR decisions on various KPIs.Drive automation of HR workflows including leave management, payroll processing, performance appraisals, and employee onboarding/offboarding using Oracle tools and RPA solutions.Lead UAT, data migration, parallel payroll runs, cutover planning, and post-go-live support for HCM digital transformation projects.Drive change management, develop training materials, and build HR user capability to ensure high adoption of digital HCM tools across all business units.Key Result AreasHCM Process Redesign: Digitally transformed HR processes implemented across the Group.Oracle Fusion HCM: Successful deployment of all HCM and Payroll modules with high adoption rates.Compliance: Full adherence to UAE Labour Law, WPS, MOHRE, and Emiratisation requirements.Workforce Analytics: HR dashboards and Emiratisation KPI reports delivered to HR leadership.Change Management: Effective training and change adoption across all business units.QualificationsBachelor's degree in Human Resources Management, Business Administration is mandatory.3–5 years of experience in HR business process rolesMinimum 5 years of experience in HCM process consulting, HR digital transformation, or Oracle Fusion HCM implementation.ExperienceDemonstrated experience in HCM process redesign, digitalisation, and Oracle Fusion HCM implementation.Proven knowledge of UAE Labour Law, MOHRE regulations, WPS, GPSSA/GOSI, and Emiratisation policy implementation.Experience in HR workflow automation using Oracle tools or RPA platforms.Demonstrated experience in stakeholder workshops, gap analysis, and HR business requirements documentation.Track record in change management, HR user training, and driving HCM system adoption across large organisations.SkillsLanguage Spoken: English (Arabic is highly valued)Language Written: EnglishProficiency in Oracle Fusion HCM and deep HR process expertise.Strong knowledge of UAE Labour Law, WPS compliance, and Emiratisation frameworks.Proficiency in HR analytics tools, Oracle Analytics Cloud, or Power BI.Excellent interpersonal, facilitation, and stakeholder management skills.Strong communication skills; ability to engage HR leadership and C-suite stakeholders.
