Job SummaryThe Senior Procurement Engineer is responsible for managing the procurement process for technical materials, equipment, and subcontracted services required for projects. The role ensures cost efficiency, quality compliance, timely delivery, and adherence to company procurement policies.Key ResponsibilitiesProcurement Planning• Review project specifications, drawings, BOQs, and material requirements.• Prepare procurement plans based on project schedules.• Coordinate with engineering, planning, and project teams to identify procurement needs.Vendor Management• Identify, evaluate, and prequalify suppliers and subcontractors.• Maintain an updated approved vendor list.• Build strong relationships with suppliers to ensure reliable supply and competitive pricing.Tendering & Negotiation• Prepare RFQs/RFPs and issue them to suppliers.• Analyze technical and commercial offers.• Lead negotiations to obtain best price, payment terms, and delivery conditions.Technical Evaluation• Review technical submittals and ensure compliance with project specifications.• Coordinate with engineering and consultants for technical approvals.Purchase Orders & Contracts• Prepare and issue purchase orders and subcontract agreements.• Ensure contractual terms meet company policies and project requirements.Cost Control• Monitor procurement budgets and track cost savings.• Support value engineering initiatives.Logistics & Delivery• Follow up on order status, manufacturing progress, and delivery schedules.• Coordinate with logistics and warehouse teams for receiving materials.Risk Management• Identify procurement risks and develop mitigation plans.• Ensure compliance with company procurement procedures and ethical standards. QualificationsEducation• Bachelor’s Degree in Civil Engineering with minimum general grade goodExperience• Typically 3–8 years of experience in procurement or supply chain within construction, manufacturing, or industrial sectors.Technical Skills• Strong knowledge of procurement procedures and contract management.• Ability to read engineering drawings and specifications.• Experience with ERP systems (SAP, Oracle, etc.).• Strong negotiation and supplier management skills.Soft Skills• Analytical thinking.• Strong communication and negotiation skills.• Problem-solving ability.• Time management and multitasking.Key Performance Indicators (KPIs)• Procurement cycle time.• Cost savings vs budget.• Supplier performance and delivery compliance.• Purchase order accuracy.• Material availability aligned with project schedules.
