Senior Regional Transport Policy ExpertNTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.The Technical Assistance will support the development, harmonisation, and implementation of regional transport policies, strategies, standards, and governance frameworks in alignment with ECOWAS Vision 2050, AfCFTA objectives, and regional integration priorities.NTU International is seeking a Senior Regional Transport Policy Expert to support regional transport policy development, strategic planning, policy harmonisation, and coordination of transport governance initiatives across the ECOWAS region.Key ResponsibilitiesSupport the development, review, and harmonisation of regional transport policies, strategies, and regulatory frameworks;Provide technical advice on regional transport integration, corridor governance, and multimodal connectivity initiatives;Support policy coordination between ECOWAS institutions, Member States, regional organisations, and development partners;Contribute to the preparation of transport policy studies, strategic analyses, technical reports, and policy recommendations;Support implementation and monitoring of regional transport strategies, standards, and governance frameworks;Advise on transport sector reforms aligned with ECOWAS Vision 2050, AfCFTA, and regional integration objectives;Support stakeholder consultations, policy dialogue, and institutional coordination processes;Promote integration of climate resilience, inclusion, digitalisation, and sustainability considerations into regional transport policies;Deliver workshops, technical meetings, and capacity-building activities related to transport policy and governance;Contribute to monitoring, reporting, and analytical outputs related to regional transport policy initiatives.EducationMaster’s degree in transport planning, public policy, economics, international development, regional integration, or another relevant field.General Professional ExperienceMinimum 10 years of professional experience in transport policy, regional integration, infrastructure governance, or public policy development;Proven experience working on transport or regional integration programmes in developing countries, preferably in Sub-Saharan Africa;Experience in international development cooperation and donor-funded programmes.Specific Professional ExperienceMinimum 7 years of experience in transport policy development, regional transport governance, or infrastructure strategy development;Demonstrated experience with regional integration frameworks, corridor development, or transport sector reform programmes;Experience working with ECOWAS, UEMOA, AU, AfCFTA, or other regional organisations and integration initiatives is considered a strong asset;Experience supporting transport policy or governance programmes financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered an asset;Experience related to corridor management, logistics, trade facilitation, or multimodal transport systems is considered an advantage;Experience facilitating policy dialogue and coordination among multiple stakeholders and institutions is considered an asset.LanguagesEnglish or French (C1 mandatory);Working knowledge of the other language is considered an asset.Please note that inclusion in the expert pool does not guarantee immediate assignment.
