Senior Institutional Reform / Public Governance ExpertNTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.The Technical Assistance will support ECOWAS institutions and Member States in strengthening institutional capacities, governance systems, coordination mechanisms, and public sector effectiveness in the transport sector and related regional integration frameworks.NTU International is seeking a Senior Institutional Reform / Public Governance Expert to support institutional strengthening, governance reforms, organisational development, and public sector capacity-building initiatives across the ECOWAS region.Key ResponsibilitiesSupport institutional reform and governance strengthening initiatives in the transport sector;Conduct institutional assessments, governance diagnostics, and organisational reviews of transport-related entities and agencies;Support the development and implementation of institutional reform strategies and governance improvement plans;Advise ECOWAS institutions and Member States on public sector governance, institutional coordination, and regulatory effectiveness;Support the establishment and strengthening of transport governance structures, coordination mechanisms, and operational procedures;Contribute to the preparation of institutional analyses, governance frameworks, policy recommendations, and technical reports;Support capacity-building programmes, organisational development initiatives, and institutional learning activities;Promote good governance principles, transparency, accountability, and stakeholder participation in transport sector governance;Coordinate with ECOWAS institutions, national authorities, development partners, and regional stakeholders;Contribute to monitoring, reporting, and evaluation of institutional reform and governance activities.EducationMaster’s degree in public administration, governance, political science, economics, institutional development, law, or another relevant field.General Professional ExperienceMinimum 10 years of professional experience in institutional reform, public sector governance, organisational development, or institutional strengthening;Proven experience working on governance or infrastructure sector projects in developing countries, preferably in Sub-Saharan Africa;Experience in international development cooperation and donor-funded programmes.Specific Professional ExperienceMinimum 7 years of experience in institutional reform, governance advisory services, or public sector capacity development;Demonstrated experience with institutional assessments, organisational restructuring, governance frameworks, or public administration reforms;Experience in transport sector governance, corridor governance, infrastructure institutions, or regional integration programmes is considered an advantage;Experience working with regional organisations, government institutions, or regulatory authorities is considered a strong asset;Experience supporting EU-funded, World Bank-funded, AfDB-funded, or other donor-funded governance programmes is considered an asset;Experience facilitating stakeholder coordination, institutional dialogue, and inter-agency cooperation is an advantage.LanguagesEnglish or French (C1 mandatory);Working knowledge of the other language is considered an asset.Please note that inclusion in the expert pool does not guarantee immediate assignment.
