Position overviewThe Technical Office Manager is responsible for overseeing billing and invoicing activities across multiple projects, ensuring the timely and accurate preparation of payment applications, subcontractor invoices, and variation orders in compliance with contractual requirements. This role coordinates with project stakeholders to support cost control, resolve discrepancies, maintain contract compliance, supervise billing teams, and provide reporting on billing status to support decision-making and protect the company's financial interests.Key ResponsibilitiesStudy Project Contract DocumentsGain a full understanding of project scope, deliverables, and constraints.Coordinate with relevant departments to clarify technical and contractual requirements.Review and Update Cost Estimates Analyze approved documents and quantity variations.Align cost estimates with current market conditions and project requirements.Oversee Quantity SurveyingVerify quantities against executed works.Ensure accurate valuation and proper supporting documentation.Review InvoicesValidate payment applications and quantity take-offs.Confirm work progress and compliance with contract terms.Manage Claims & VariationsCollect supporting records and documentation.Justify scope changes and coordinate with contracts and cost control teams.Attend Project MeetingsReview variation orders and new work items.Resolve technical and contractual issues in a timely manner.Coordinate with ContractorsMonitor performance and contractual compliance.Facilitate payment discussions and resolve disputes when required.Verify Billing StatementsCross-check progress measurements and quantities.Ensure alignment with contractual agreements and site performance.Lead Billing TeamsMonitor team performance.Provide guidance and technical support to ensure quality outputs.Report Progress & StatusPrepare accurate and timely reports.Support informed decision-making and protect the company’s financial interests.QualificationsEducation: Faculty of Engineering in Civil or ArchitectureExperience:Minimum 15 years of experience At least 5 years of managerial experience in a related fieldPrevious experience in the construction industry is a mustSkills & Competencies:Technical Skills:Proficient in Microsoft Office, AutoCAD, Primavera P6, and construction management software.Language Skills:Advanced proficiency in English (written and verbal)Soft Skills:Strong leadership, problem-solving, decision-making, negotiation, and communication skillsCertifications (Preferred):PRMGPMPAbout EDECS EDECS is a leading organization with over 30 years of experience in marine construction, infrastructure, earthworks, and transportation projects in Egypt, Saudi Arabia, UAE, Tanzania and Oman, employing more than 6,000+ employees.
