This position will be based in Damascus, Syria Position Objectives:Plan and validate fiber network routes, topology, capacity, splicing, ODF connectivity, route diversity, and implementation-ready fiber records for the client program, ensuring alignment with service requirements and downstream transport/IP planning needs.Job Description & Responsibilities:Develop fiber network plans covering backbone, metro, access, inter-site connectivity, route diversity, and PoP/site interconnections.Analyze existing fiber inventory, GIS records, duct/route data, ODF records, splice diagrams, and field survey outputs to identify gaps and constraints.Prepare route plans, fiber allocation plans, cable and core utilization views, ODF/patching requirements, and diversity assessments.Coordinate with civil works, field survey, implementation, operations, and vendor teams to validate routes, distances, feasibility, and access requirements.Ensure fiber plans support DWDM, IP/MPLS, enterprise, wholesale, and critical service requirements.Define and enforce naming conventions, route identifiers, fiber core assignments, splice references, and documentation standards.Support reconciliation of planned fiber records with physical inventory, as-built documentation, and circuit data.Identify fiber risks, including single points of failure, insufficient capacity, inaccurate records, route conflicts, or missing evidence.Maintain planning trackers and deliver clean datasets for inventory update, implementation, and reporting.Strong stakeholder management and practical communication with technical and non-technical teams.High attention to detail, quality mindset, and structured documentation habits.Ability to work under delivery pressure while maintaining accuracy and governance.Strong problem-solving skills and ownership of assigned deliverables.Collaborative mindset across planning, engineering, operations, rollout, and vendor teams.Qualification & Experience:Bachelor's degree in Telecom or equivalent.7+ years in fiber network planning, OSP/ISP design, telecom rollout, or fiber inventory engineering.Strong understanding of fiber topology, ODFs, splicing, patching, cable structures, route diversity, GIS, and as-built documentation.Experience with telecom GIS, fiber inventory, design tools, and structured planning datasets.Ability to read and validate route drawings, splice plans, OTDR/evidence records, and physical connectivity documentation.Experience working with multi-site field teams and implementation vendors.Fluent in Arabic and English.Relevant Certificates: Fiber optic design/installation certification preferred.FTTx/OSP planning certification preferred.GIS or inventory platform training is an advantage.
