As an Assistant Manager — Health, Safety & Environment, you will support the delivery of a safe, compliant, and well-controlled environment across Al Marasem Mall. You will play a key operational role in implementing and maintaining HSE systems, ensuring regulatory compliance, managing risks, and promoting a strong safety culture across all mall operations.You will work closely with the Operations Manager, Facilities team, contractors, and tenants to enforce HSE standards, manage incidents, and drive continuous improvement in health, safety, and environmental performance.Your responsibilities will encompass the following key areas:HSE Management System: · Implement, maintain, and continuously improve the HSE Management System across all mall operations. · Ensure all HSE policies, procedures, risk assessments, and method statements are up to date and effectively applied. · Maintain proper documentation and version control for all HSE records and compliance requirements.Workplace Inspections & Risk Management: · Conduct daily, weekly, and monthly inspections across all mall areas including public zones, back-of-house, plant rooms, and tenant spaces. · Identify hazards, assess risks, and ensure timely closure of corrective actions. · Monitor high-risk areas such as loading bays, rooftops, and fit-out zones.Incident Investigation & Reporting: · Lead investigations for incidents, accidents, and near misses. · Perform root cause analysis (RCA) and implement corrective and preventive actions (CAPAs). · Ensure timely reporting to management and relevant authorities as required.Permit to Work (PTW) System: · Manage and control the Permit to Work system for all high-risk activities. · Review and approve permits including hot work, confined space entry, and working at height. · Conduct site inspections during active permits to ensure compliance.Civil Defense & Fire Safety Compliance: · Ensure full compliance with Civil Defense regulations and fire safety requirements. · Coordinate testing, inspection, and certification of fire systems and emergency equipment. · Support and conduct emergency evacuation drills and preparedness activities.Contractor & Tenant HSE Management: · Enforce HSE standards across all contractors and tenant operations. · Conduct inductions and review risk assessments and method statements before work commencement. · Monitor contractor performance and address non-compliance issues.Training & Awareness: · Develop and deliver HSE training programs for staff, contractors, and tenants. · Ensure completion of mandatory training such as fire safety, first aid, and emergency response. · Promote safety awareness and a proactive safety culture across the mall.Environmental Management: · Support sustainability initiatives and monitor environmental performance. · Ensure proper waste management and compliance with environmental regulations. · Identify opportunities to reduce energy, water consumption, and environmental impact.Financial Dimensions: · Assist in preparing the HSE budget covering training, equipment, and compliance costs. · Monitor expenditures and ensure alignment with approved budgets. · Recommend cost-effective safety solutions without compromising standards.Reporting & Communication: · Prepare routine and ad hoc HSE reports including inspections, incidents, and compliance status. · Maintain accurate, audit-ready documentation at all times. · Coordinate with internal teams and external stakeholders to ensure alignment on HSE matters.To excel in this role, candidates should possess the following qualifications and attributes:· 7–10 years of experience in Health, Safety & Environment within a mall, retail, or large commercial environment. · Strong knowledge of Egyptian HSE regulations and Civil Defense requirements. · Proven experience in incident investigation, risk assessment, and safety audits. · NEBOSH or equivalent Health & Safety certification is highly preferred. · Experience managing contractors and enforcing safety compliance on-site. · Strong communication and interpersonal skills with the ability to influence stakeholders. · Ability to work in a high-footfall, fast-paced operational environment. · Proficiency in HSE reporting systems and documentation control. · Bilingual (Arabic & English) is preferred.
