Strategy & GovernanceDevelop, own, and continuously evolve the HSE Strategy, Policy, and Management System aligned to ISO 45001 (OH&S) and ISO 14001 (Environment), and compliant with Egyptian Labor Law No. 14 of 2025 and relevant environmental regulations.Define the HSE Risk Register at LOB and asset level; ensure top operational risks have documented mitigations, owners, and review cycles.Set the Group HSE budget, control its execution, and ensure HSE spend is allocated where exposure is highest.Operations Lead HSE oversight of multi-site bulk cargo stevedoring operations, including high-risk activities such as vessel-side operations, lifting and rigging, conveyor and pneumatic unloader operations, confined space entry, working at height, hot work, and dust management.Ensure permit-to-work systems, lockout/tagout, and contractor management protocols are uniformly applied across all terminals.Drive marine HSE alignment with port authority requirements, IMO safety frameworks where applicable, and client (vessel and cargo owner) HSE expectations.Establish and audit warehouse safety standards across bonded and non-bonded facilities, covering racking, materials handling equipment (forklifts, reach trucks), fire protection, and hazardous goods management.Ensure environmental compliance for waste streams, spill response readiness, and storm-water management at storage sites.OperationsLead the Group's road safety program across the heavy transport fleet, including driver competency frameworks, fatigue management, in-vehicle monitoring, journey management plans, and vehicle technical compliance.Define and own the fleet incident response protocol, including first response, regulatory notification, root cause investigation, and corrective action tracking.People, Culture & CapabilityLead, coach, and develop a multi-site HSE team (managers, officers, supervisors) embedded across the three LOBs; harmonize standards while respecting LOB-specific operational realities.Design and roll out a Group HSE training matrix covering induction, role-based competencies, recurrent training, and leadership safety capability.Drive a visible, behavior-based safety culture — observable in leadership site walks, near-miss reporting rates, and frontline engagement metrics.Compliance, Audit & CertificationLead the Group's path to ISO 45001 and ISO 14001 certification (or recertification), managing internal audits, external surveillance, and corrective action closure.Maintain compliance with all applicable Egyptian regulatory frameworks, including the Egyptian Labor Law, environmental law, civil defense requirements, port authority HSE protocols, and traffic and transport regulations.Manage interfaces with regulators, port authorities, civil defense, environmental affairs, and client HSE auditors.Incident Management & Crisis ResponseOwn the Group Incident Management Framework end to end: classification, immediate response, regulatory notification, investigation, root cause analysis, corrective action, and lessons-learned cascade across LOBs.Lead the on-call response for any High Potential Incident or Lost Time Incident across the Group, regardless of LOB or location.Maintain Group-wide emergency preparedness: emergency response plans, drills, business continuity inputs, and crisis communication protocols.Performance, Data & ReportingDefine and monitor the Group HSE Scorecard — leading indicators (training completion, near-miss reporting, safety observations, audit closure) and lagging indicators (LTIFR, TRIR, fatalities, environmental incidents).Drive digital maturity in HSE: incident management systems, risk registers, audit platforms, and integration with the Group's HRIS and ERP environment.Produce monthly HSE performance reports for the executive committee and quarterly HSE updates for the board. Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related technical discipline.NEBOSH International Diploma in Occupational Health and Safety .Lead Auditor certification in ISO 45001 and/or ISO 14001.IOSH Chartered Membership (CMIOSH) or equivalent international body .Master's degree in HSE, Engineering, Risk Management, or Business Administration .Minimum 15 years of progressive HSE experience, with at least 5 years in a senior HSE leadership role at group, cluster, or multi-site level.Demonstrable experience in heavy industrial environments port operations, oil and gas, mining, construction, or large-scale logistics. Direct port and terminal HSE experience is strongly preferred.Proven track record leading ISO 45001 and ISO 14001 certification or recertification programs from end to end.Experience leading the response to and investigation of major incidents (LTI, fatality, or environmental release) — including regulatory engagement, root cause analysis to recognized methodology (e.g., Taproot, ICAM, or 5-Why+), and public communication.Experience managing HSE across geographically distributed operations with culturally and linguistically diverse workforces.Egyptian regulatory exposure required; regional (GCC, MENA) experience is a strong asset.Strong command of process safety concepts: HAZID, HAZOP, JSA, bowtie analysis, and Layer of Protection Analysis where applicable.Working knowledge of road safety frameworks for heavy transport fleets, including driver safety, fatigue science, and telematics-driven risk management.Familiarity with environmental management air quality, dust suppression, water and waste management, and environmental impact assessment.
