This position will be in Damascus, Syria, and the candidate will need to relocatePosition Objectives:Lead the fundamental planning workstream by defining planning baselines, demand assumptions, topology strategy, capacity forecasts, site hierarchy, and planning rules that guide detailed fiber, DWDM, IP/MPLS, inventory, circuit, and asset activities.Job Description & Responsibilities:Own the fundamental planning methodology, planning assumptions, baseline network model, and planning standards for the program.Translate commercial, service, coverage, capacity, resilience, and operational requirements into planning inputs and scenarios.Define site hierarchy, PoP classification, interconnect strategy, route diversity principles, capacity forecast models, and expansion triggers.Coordinate baseline data collection from existing network records, inventory systems, GIS, asset registers, field surveys, and stakeholder inputs.Prepare and validate high-level topology plans, demand plans, expansion plans, and planning packs for downstream domain planners.Manage planning, change control, and maintain traceability from requirements to assumptions, plans, and implementation decisions.Run planning reviews with fibre, DWDM, IP/MPLS, inventory, operations, and vendor teams to resolve gaps and constraints.Track planning risks, missing data, assumptions, dependencies, and actions required for execution readiness.Ensure all fundamental planning deliverables are consistent, version-controlled, and ready for design and implementation phases.Strong stakeholder management and practical communication with technical and non-technical teams.Close attention to detail, quality mindset, and structured documentation habits.Ability to work under delivery pressure while maintaining accuracy and governance.Strong problem-solving skills and ownership of assigned deliverables.Collaborative mindset across planning, engineering, operations, rollout, and vendor teams.English and Arabic – mandatory.Qualification & Experience:Bachelor's degree in Telecom or IT or equivalent.10+ years in telecom planning, network strategy, capacity planning, or technical program planning.Strong experience with fixed/mobile telecom network topology, demand modelling, site planning, and capacity forecasting.Ability to consolidate imperfect data from multiple technical and operational sources into coherent planning baselines.Experience managing planning teams and coordinating cross-domain telecom design activities.Strong skills in Excel, GIS/planning tools, inventory data interpretation, and technical documentation.Relevant Certificates:Telecom/network planning certification or equivalent experience.PMP/PRINCE2 preferred.TM Forum / ITIL awareness preferred.
