Reports to: Senior Director, Mastercard Foundation Scholars Program Role Purpose:The advisor leads the design, development, and implementation of a robust Monitoring, Evaluation, and Learning (MEL) system for the Mastercard Foundation Scholars Program. This role is critical in ensuring the accurate measurement of both qualitative and quantitative indicators to assess program effectiveness and impact, providing evidence-based feedback and strategic recommendations to enhance efficiency and effectiveness, ensuring continuous learning and improvement by analyzing data, providing insights, and guiding decision-making to enhance program effectiveness and sustainability.Core Responsibilities MEL System Design and Implementation: Lead the development and execution of the MEL strategic plan, aligning with the program objectives, theory of change, and AUC’s overall goalsDesign and institutionalize robust MEL systems that integrate academic, leadership, and social integration indicators, with a special emphasis on long-term outcomesData Management and Analysis: Establish and manage the Mastercard Foundation Scholars Program Dashboard, ensuring real-time insights for senior leadershipSupervise the development and maintenance of centralized data management systems to ensure consistency, security, and integrity of student performance and engagement dataDevelop and enforce data quality assurance protocolsReporting and Documentation: Provide high-level analysis and visualization of MEL data, transforming complex datasets into actionable insights for internal stakeholders and donors while ensuring timely reporting to sponsors and stakeholders, tracking relevant indicatorsManage the documentation of progress toward program objectives, systematically identifying key lessons learned and best practicesResearch and Assessment: Design and employ quantitative and qualitative research tools, including periodic surveys, tracer studies, focus groups, and case studies, to capture program impact and inform continuous learningConduct annual satisfaction surveys and contribute to donor evaluations and external reviewsProgram Improvement and Feedback: Establish and oversee mechanisms for continuous feedback loops among students, staff, and stakeholders to drive innovation, ensure responsiveness to student needs, and enhance program relevanceIdentify areas for program refinement and recommend improvements to the senior directorCompliance: Establish and lead the implementation of internal controls that ensure compliance with donor regulations, institutional standards, and international best practicesCollaboration and Representation: Represent the MEL function in strategic meetings, donor briefings, and institutional working groups, providing expert insights on program effectiveness, impact measurement, and adaptive managementWork closely with the technical team to gather and verify student participation and progress dataCapacity Building and Professional Development: Build and mentor MEL capacity across the team, providing structured training, coaching, and the development of MEL toolkits and guidelines to institutionalize best practicesAdditional Related Duties: Perform other related duties as assigned.Qualifications and SkillsEducation and Experience University degree in a related fieldMaster’s degree is a must, preferably in education or developmentTwelve years of professional experience, with a minimum of eight years’ experience in assessment, research, and monitoring and evaluationDemonstrated experience in data analysis and management, preferably with externally funded projectsTechnical Skills: Analytical Proficiency: Strong analytical skills, encompassing both quantitative and qualitative data analysisSoftware Proficiency: Good knowledge of data analysis and statistical software, such as SPSSDomain Expertise: Good knowledge and understanding of education issues and youth development, particularly within the context of donor-sponsored projects with a clear focus on resultsCollaboration and Communication: Fluency in EnglishDemonstrated ability and willingness to work both as a team leader and team memberExcellent communication skills, effective with both youth and adult students.
