This position will be in Damascus, Syria, and the candidate will need to relocatePosition Objective:Lead and manage Planning Survey activities for telecom infrastructure projects, ensuring accurate network planning, route feasibility, operational efficiency, compliance with project standards, and successful project delivery. Support fiber network expansion and transformation initiatives through detailed survey validation, OSP planning, technical coordination, and high-quality engineering documentation.Job Description & Responsibilities:Lead and supervise field surveys and site walkouts for underground and aerial fiber-optic network routes, ensuring the accuracy and completeness of collected survey data.Conduct, review, and verify site assessments for underground fiber pathways, mapping terminals, duct routes, and fiber allocation requirements.Review, develop, and finalize OSP engineering designs and planning layouts using GIS tools and related planning platforms.Translate field survey findings into accurate and constructible technical drawings and route designs.Identify potential obstacles, terrain limitations, utility conflicts, and Right-of-Way (ROW) constraints to determine the most efficient and cost-effective fiber routing solutions.Manage and support permitting activities by preparing and coordinating required documentation with local authorities and municipalities.Prepare and review Transmission Site Survey Reports (TSSR), Bills of Quantities (BOQ), route sketches, and as-built documentation to ensure data accuracy and quality compliance.Maintain accurate GIS records, survey databases, and technical documentation throughout project execution.Coordinate effectively with construction teams, project managers, engineering departments, vendors, and clients to align project scope, schedules, and deliverables.Attend site meetings with stakeholders to discuss survey findings, technical challenges, route optimization, and design bottlenecks.Perform route optimization activities to ensure efficient infrastructure utilization and cost-effective network deployment.Monitor survey progress, prepare technical and progress reports, identify project risks, and ensure quality standards are maintained across all survey activities.Ensure compliance with telecom standards, safety regulations, client requirements, and company procedures throughout all planning and survey operations.Maintain strong attention to detail, organization, reporting accuracy, teamwork, and time management while managing multiple project activities and deadlines.Qualifications & Experience:Bachelor’s Degree in Engineering, Telecommunications, Information Technology, Computer Science, Business Administration, or related field.12-16 years of relevant experience in telecom infrastructure, OSP planning, survey management, fiber network deployment, or related project activities.Strong understanding of telecom infrastructure, OSP fiber networks, route planning, GIS mapping, ROW requirements, and service delivery environments.Hands-on experience with GIS platforms, ArcGIS, AutoCAD, Google Earth, and telecom planning and survey tools.Experience working with telecom operators, vendors, system integrators, or large-scale telecom infrastructure projects is preferred.Strong communication, reporting, stakeholder management, leadership, and coordination skills.Experience with project reporting tools, operational dashboards, and telecom systems is considered an advantage.Professional certifications such as PMP, PRINCE2, GIS/ArcGIS certifications, or equivalent telecom-related certifications are preferred.
