The position BACKGROUND Om Habibeh Mohamed Shah Aga Khan Foundation (OHF) is an Egyptian non-profit foundation serving the people of Aswan for over 35 years. The foundation is an affiliate of the Aga Khan Development Network (AKDN), which supports over 1,000 initiatives in over 30 countries around the world.The Foundation was established by Om Habibeh Sultan Mohammed Shah Aga Khan, whose enduring legacy in Aswan reflects a deep and personal commitment to the well-being, dignity, and development of local communities. Her vision continues to guide OHF’s work, anchoring it in compassion, service, and long-term partnership with the people of Aswan.The Foundation works across key sectors including education, health, economic inclusion, agriculture and food security, civil society strengthening, women’s empowerment, and early childhood development. THE PROJECT “Enhancing Youth Skills and Employability” Program in Aswan aims to improve sustainable economic opportunities for young women and men through an integrated approach combining skills development, entrepreneurship, and climate-responsive livelihood interventions.Key Components Of The Project Delivery of large-scale Youth Employability Skills (YES) training to over 2,000 youth, Strengthening employment pathways, career guidance, and market linkages, Build skills and capacity in the areas of Agriculture and establish over 300 youth-led kitchen and rooftop gardens, Raise community climate and environment awareness and support for community-led climate and environmental initiatives THE POSITION The Project Manager will be accountable for achieving program outcomes while maintaining high standards of quality, efficiency, compliance, and accountability.Key Responsibilities Program Planning and Implementation Lead the development and execution of comprehensive annual, quarterly, and detailed implementation plans Oversee the effective rollout of all program components Ensure strong integration and coherence across program components to maximize impact and sustainability Monitor implementation progress and proactively address delays or bottlenecks Team Leadership and Coordination Provide leadership and direct supervision to the program team Set clear performance objectives and conduct regular performance reviews Provide technical guidance, mentoring, and capacity building to team members Foster a collaborative, inclusive, and high-performing team culture Financial and Budget Management Oversee program implementation in alignment with the approved budget Monitor expenditures and ensure efficient and cost-effective use of resources Collaborate closely with the Finance team Partnership and Stakeholder Engagement Establish and maintain strong relationships with key stakeholders Ensure effective coordination and alignment among all implementing partners Represent OHF in relevant coordination forums and external engagements Monitoring, Evaluation, and Learning (ME&L) Ensure effective implementation of the program’s Monitoring & Evaluation framework Track progress against key performance indicators and targets (number of youths trained, employment outcomes) Lead periodic program reviews, reflection sessions, and adaptive learning processes Ensure systematic documentation of lessons learned, success stories, and best practices Quality Assurance and Reporting Ensure high-quality design and delivery of all program activities Review and approve technical outputs, training materials, and deliverables Lead the preparation and submission of donor reports, internal reports, and final reports and evaluations Ensure accuracy, timeliness, and compliance of all reporting outputs Risk Management and Compliance Identify, assess, and mitigate program risks (operational, financial, reputational) Ensure compliance with policies and procedures, donor requirements and safeguarding standards Promote a culture of accountability, transparency, and risk awareness The Requirements QUALIFICATIONS & EXPERIENCE Education Bachelor’s degree in development studies, business administration, economics, or a related field Master’s degree is strongly preferred Professional Experience Minimum of 7–10 years of progressive experience in program or project management Demonstrated experience in: Youth employment and livelihoods programming Skills development and training initiatives Managing large-scale, multi-component development projects Prior experience working in Upper Egypt, particularly Aswan, is highly desirable Skills Strong leadership and team management capabilities Excellent planning, coordination, and organizational skills Proven financial and budget management expertise Strong stakeholder engagement and partnership management skills Excellent written and verbal communication skills Fluency in Arabic and English Core Competencies Strategic thinking and decision-making Results-oriented and accountable Problem-solving and adaptability in complex environments Promoting Equality, Inclusion, and Climate Responsibility Employees of Aga Khan Foundation and Om Habibeh Foundation are expected to uphold and advance the organization’s core principles of equity, inclusion, and environmental responsibility in all aspects of their work.
