Purpose: The Tendering and Coordination Manager manages the preparation, compiling, and coordination of project bids within the Projects Management Office (PMO), ensuring all tendering processes are accurate, compliant, and aligned with procurement guidelines from project initiation through closeout.Responsibilities:Tendering and RFP Management: Develop and manage RFPs and RFIs in alignment with procurement guidelines, translating project requirements into structured, competitive, and compliant proposalsProposal Development and Technical Writing: Prepare, compile, and edit comprehensive technical and commercial bid proposals, ensuring accuracy, clarity, compliance, and timely submissionContractor Assessment and Technical Evaluation: Conduct technical evaluations of contractor and vendor submissions, working closely with project and procurement teams to assess qualifications and support selection decisionsBid Documentation and Database Maintenance: Maintain standardized bid templates, pricing references, and technical documentation databases to support efficient and consistent procurement processesCost Estimation and Budget Control: Develop cost estimates for project approvals and planning while monitoring budgets, evaluating pricing structures, and ensuring adherence to internal cost controlsProject Initiation and Kickoff Coordination: Lead project kickoff activities by defining scope, aligning stakeholders, and establishing clear deliverables and execution plansContract Administration and Review: Review contract drafts and manage contract administration processes while coordinating updates with legal and operational stakeholdersProject Controls: Manage project schedules, contracts, and controls to ensure timely progress, supporting decisions through financial insight and operational awarenessCross-Functional Collaboration: Facilitate collaboration across engineering and project teams, ensuring effective communication and alignment throughout the project lifecycleProcess Standardization and Reporting: Standardize procedures, documentation, and reporting practices to enhance consistency and efficiency across the PMOGeneral Administrative Support: Perform other related duties as requestedRequirements:Education and Experience: Bachelor’s degree in civil engineering, architecture, or construction management is requiredMaster's degree or PMP certification is an assetMinimum of 10 years of experience is required, including at least five years of recent hands-on experience in tendering, proposal management, and project coordinationSkills:Project Controls: Proven ability to prepare, evaluate, and manage budgets, pricing, and project cost controls, contracts and planningTendering and Contractual: Solid experience with bid processes, contract language, and securing large contractsSoftware Proficiency: Advanced user of MS Office, AutoCAD, Revit, BIM, primavera and project management or document control softwareBudgeting and Cost Control: Prepare, evaluate, and manage project budgets, pricing structures, and cost controlsCommercial Acumen: Leverage sales insight and financial awareness to support strategic project decisionsProject Team Coordination: Oversee collaboration among cross-disciplinary teams throughout project lifecyclesThis position is open until June 29, 2026Placement is based on the candidate’s experience and skills.
