The HSE Section Head is responsible for leading and managing all Health, Safety, and Environmental (HSE) activities across company operations in Alexandria and assigned locations. The role ensures compliance with applicable legal, regulatory, customer, and company HSE requirements while promoting a proactive safety culture that protects employees, contractors, assets, and the environment.The position oversees risk management activities, incident investigations, safety inspections, emergency preparedness, environmental compliance, and HSE reporting. The HSE Section Head also leads and develops the HSE team to ensure consistent implementation of HSE standards across transportation, yard operations, workshops, warehouses, project sites, and subcontractor activities.HSE Management & ComplianceDevelop, implement, and continuously improve HSE policies, procedures, and management systems.Ensure compliance with Egyptian HSE regulations, labor laws, transportation regulations, port authority requirements, customer requirements, and company standards.Monitor changes in legal and regulatory requirements and ensure timely implementation of necessary actions.Maintain all HSE certifications, permits, records, and compliance documentation.Risk Assessment & Incident ManagementLead risk assessment activities for transportation operations, yards, workshops, warehouses, maintenance activities, and project sites.Ensure appropriate control measures are implemented and regularly reviewed.Investigate accidents, incidents, near misses, and unsafe conditions to identify root causes.Ensure corrective and preventive actions are implemented, monitored, and closed within agreed timelines.Analyze incident trends and recommend preventive measures to reduce operational risks.Safety Inspections & MonitoringConduct and oversee planned and unannounced HSE inspections across all operational locations.Monitor compliance of employees, contractors, drivers, operators, and subcontractors with HSE requirements.Ensure inspection findings are documented, communicated, and followed up until closure.Monitor HSE officer performance through regular field visits and assignment reviews.Rotate HSE personnel across sites and projects to maintain objectivity and strengthen oversight.Training & Safety CultureDevelop and implement annual HSE training and awareness plans.Organize safety induction programs and specialized training for drivers, forklift operators, maintenance personnel, loading teams, and project staff.Conduct toolbox talks, awareness campaigns, and emergency drills.Promote a proactive safety culture through employee engagement and continuous communication.Environmental Management & Emergency PreparednessEnsure compliance with environmental regulations and company environmental standards.Oversee waste management, hazardous material handling, spill prevention, and environmental protection activities.Develop, maintain, and test emergency response plans for fire incidents, medical emergencies, vehicle accidents, fuel spills, and other operational emergencies.Coordinate emergency drills and evaluate organizational readiness.HSE Reporting & Performance ManagementMonitor and analyze HSE performance indicators across all operations.Prepare monthly, quarterly, and annual HSE reports for management review.Present findings, trends, risks, and improvement recommendations to management.Maintain accurate records of incidents, inspections, audits, training activities, corrective actions, and compliance status.Team LeadershipLead, coach, and develop the HSE team to ensure high performance and professional growth.Assign responsibilities and monitor team productivity and effectiveness.Conduct performance reviews and provide ongoing feedback and support.Ensure adequate HSE coverage across all operational locations and projects. Bachelor's degree in Engineering, Science, Occupational Health & Safety, Environmental Management, or a related field.Professional HSE certifications such as NEBOSH IGC, IOSH Managing Safely, OSHA, or equivalent are preferred.Minimum 7–10 years of HSE experience, including at least 3 years in a supervisory or leadership role.Experience within transportation, logistics, freight forwarding, heavy haulage, construction, industrial operations, ports, or similar environments is preferred.Strong knowledge of Egyptian HSE regulations and international HSE best practices.Strong investigation, auditing, reporting, and risk assessment skills.
