Job SummaryTEEF NAJD GROUP is seeking an experienced and detail-oriented Quantity Surveyor & Billing Engineer to join our growing construction and contracting team. The successful candidate will be responsible for quantity take-offs, cost estimation, contract measurement, preparation of client and subcontractor bills, valuation of work completed, and overall cost control throughout project execution.The ideal candidate should possess strong analytical skills, excellent knowledge of construction contracts, and proven experience in managing project quantities, billing, and commercial activities within construction projects.Key ResponsibilitiesQuantity SurveyingReview project drawings, specifications, BOQs, and contract documents.Prepare accurate quantity take-offs and material quantifications from drawings.Verify quantities executed on-site and ensure compliance with project specifications.Assist in cost estimation, budgeting, and tender preparation.Monitor project costs and identify cost-saving opportunities.Evaluate and certify subcontractor quantities and payment applications.Prepare variation orders, change orders, and claims documentation.Maintain records of quantities, measurements, and commercial correspondence.Billing & Commercial ManagementPrepare and submit monthly client progress invoices and interim payment applications.Prepare subcontractor payment certificates based on actual completed works.Coordinate with project managers, site engineers, and accounting teams regarding project valuations.Monitor payment status and follow up on outstanding invoices.Ensure all billing activities comply with contractual requirements.Reconcile quantities between approved BOQs, executed works, and client certifications.Assist in final account preparation and project close-out documentation.Reporting & DocumentationGenerate periodic cost reports, quantity reports, and billing status reports.Maintain proper documentation and records for all measurements, claims, and invoices.Support management with commercial analysis and project financial performance reviews.Qualifications & RequirementsBachelor's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field.Minimum 3–7 years of experience in quantity surveying and billing within construction or contracting companies.Strong knowledge of:Quantity Take-OffsBOQ PreparationCost EstimationProgress BillingVariation OrdersContract AdministrationFinal AccountsExcellent understanding of FIDIC and standard construction contracts.Proficiency in:Microsoft Excel (Advanced Level)AutoCADPrimavera P6 (Preferred)ERP Systems (Preferred)Ability to interpret construction drawings and technical specifications.Strong analytical, negotiation, and problem-solving skills.Excellent communication skills in English.Preferred QualificationsExperience in large-scale building, infrastructure, commercial, hospitality, or industrial projects.Previous experience dealing with consultants, clients, and subcontractors.Familiarity with Saudi Arabian construction projects and standards is an advantage.Key CompetenciesQuantity Measurement & ValuationCost Control & Cost ManagementBilling & Payment CertificationContract AdministrationCommercial AwarenessAttention to DetailTime ManagementTeamwork & CoordinationWhat We OfferCompetitive salary package.Career growth and professional development opportunities.Opportunity to work on prestigious and large-scale projects.Dynamic and professional working environment.How to ApplyInterested candidates are invited to submit their updated CV along with details of their project experience, current salary, expected salary, and notice period.Join TEEF NAJD GROUP and contribute to the successful delivery of high-quality construction projects through effective cost management and commercial excellence.
