Tasks, Roles & ResponsibilitiesManage all subordinates (Section Heads & Engineers) in performing their delegated tasks in light of the department strategy.Manage staff, including but not limited to: work assignments, employee vacations, employee breaks, overtime assignment, back-up for absent employees, etc.Ensure that the performance of various assigned tasks, and the conduct of staff within the section are in accordance with the Procurement Department policies and procedures.Asist in preparing periodic performance reports for the section and provide input into the Procurement's performance report. Review the section progress reports and direct work plans to ensure alignment with the department targets.Review and quality assure all services and work-products delivered by the section in compliance with established policies and proceduresAssist in the recommendation, development and maintain the Department policies, procedures and standards to reach organizational short intermediate objectives.Coordinate with the various Project Mangers for identifying materials, services and equipment requirements and for selection of potential suppliers/vendors and negotiate prices with the selected supplier.Review, the RFPs/RFQs for the sufficiency of the documents.Manage the negotiation of contracts with vendors/suppliers of the required services, analyze prices, specifications, delivery dates and endorse the best bid among potential suppliers.Establish professional relationships with suppliers/vendors.Review/analyze the possibilities to purchase or rent equipments and materials, research costs and expenditures by the Procurement Department and provide recommendations to improve internal procurement activities and sources.Contribute in assessing supplier performance, supplier evaluation and recommendations.Represent the company in negotiations with sub-contracts/purchase orders and formulating policies with suppliers in light of the department policies and procedures.Report to the Department’s Sr. Manager unresolved problems for recommendations and decisions.Study project’s main contract documents.Review the suggested vendors list for each of the project items.Review sub-contracts, purchase orders and letters of intent.Meet department productivity and quality goals.Coach and provide career development advice to staff, set employee development objectives and conduct employee performance reviews.Contribute in problem solving of any conflicts arrising between suppliers/sub-contractors and site.Review catalogs, industry periodicals, directories, trade journals, Internet sites, and consult with others to locate necessary goods and services to assist in improving the division and the department function and effectiveness.Attend meetings, trade shows, conferences, conventions and seminars necessary to network with others involved in the Procurement process (subcontractors, suppliers, etc.) to improve the division and the department function and effectiveness.Handle other responsibilities as assignedMinimum Qualification & RequirementsQualificationBSC EngineeringMaster Degree in Business or Public Administration (preferable)Education: BSC Engineering in Mechanical or electrical onlyTotal Years of Experience 10 years +Professional CertificationPRMG/PMP/ CIPSWork Experience (Previous work Industries)10+ years’ experience in the same filedLanguageVery good command of the English languageComputer SkillsGood computer skillsInternet skills
